3-year action plan unveiled for low-altitude economy

Zhongshan released the a 3-year (2026-2028) action plan for high-quality development of the low-altitude economy on July 20, outlining 17 key tasks in infrastructure, industry, application scenarios, and supporting services.


According to the plan, by the end of 2026, the city aims to establish over 10 demonstration scenarios in logistics, emergency rescue, low‑altitude tourism and other fields, build 100 drone takeoff and landing sites, put quality infrastructure — including a flight test base and an inspection platform — into operation, and expand the low‑altitude industry to more than 5 billion yuan.


By 2028, the plan targets over 30 special application scenarios, 2 hub‑type low‑altitude takeoff and landing sites, citywide scenario coverage, and industry output exceeding 20 billion yuan.


By 2030, the end of the 15th Five‑Year Plan period, the city will have steadily expanded low‑altitude infrastructure, built a Class-1 vertical takeoff and landing facility and a cumulative 300 takeoff and landing sites, cultivated more than 10 manufacturing single-champion and "little giant" enterprises, and developed the industry to over 30 billion yuan.


Specific initiatives include piloting urban drone delivery in Tanzhou town, developing intercity or cross‑sea cargo routes in Xiaolan and Sanjiao towns, and launching rapid blood‑product transport routes between the city's blood center and medical institutions. The plan aims to enable 30‑minute intra‑city delivery and 60‑minute access to Guangzhou, Shenzhen and Zhuhai, while establishing air corridors for medical blood and emergency supplies. In Cuiheng New District, manned low‑altitude routes will be piloted to connect with Hong Kong and Macao.
