Xinhua News Agency- Premier Wen Jiabao presided over an executive meeting on the issue of employment of university graduates. Seven measures were made to promote employment of university graduates.

1. To encourage and guide graduates to work in unban and rural basic organizations. 

2. To encourage graduates to work in small and medium-sized enterprises and other non-state owned (private) enterprises.

3. To encourage large enterprises and research projects to employ graduates. 

4. To encourage and support graduates to start their businesses.

5. To optimize the employment service for graduates.

6. To improve the employment competence of graduates.

7. To establish and improve the aid system to graduates from poor families.
