Review of the work in 2012
?
1. New progress was made in the quality of the municipal economy in 2012.

Zhongshan’s GDP reached 244.1 billion yuan, achieving an increase of 11 percent and ranking the 5th in total volume in Guangdong Province and the 2nd in growth rate in the Pearl Delta with the per capita GDP of 77,527 yuan. The industrial added value was 129.15 billion yuan, increasing 14.5 percent. The added value in the service industry was 102.52 billion yuan, an increase of 7.1 percent. The investment in fixed assets was 89.34 billion yuan, an increase of 16.5 percent. The total retail sales of social consumer goods were 80.93 billion yuan, an increase of 10.3 percent. The public budget revenue income was 20.19 billion yuan, an increase of 10.2 percent. The total exports were 24.64 billion US dolars, an increase of 0.4 percent. The paid-in capital was 800 million US dollars, an increase of 10.1 percent. Zhongshan ranked the fourth in implementation of Outline Plan for PRD, three places higher than that in the previous year.

2. New breakthroughs were made in industrial restructuring.

The ratio of the three industries was adapted to 2.5:55.5:42. The added value of the advanced manufacturing makes up 33 percent in the above-scale industries. Modern service constituted 61.5 percent in the service industry. The agricultural output grew by 2.2 percent. The output of new and high-tech products comprised one more percentage in the above-scale industries. Zhongshan became a model city in creating and applying the first generation of digital control machinery and a base for new and strategic industries such as wind power equipment, new energy vehicles and optoelectronic equipment, which is promoted by both Zhongshan municipal government and Guangdong Provincial government. Health technology industry was one of the first national innovative pilot industrial clusters. The structure of state-owned economy under the name of Zhongshan was optimized. More than 10000 individual business developed into private own companies. 45,000 had been developed in the four provincial industrial transfer parks. The added value in the finance industry grew by 13.4 percent and 21 companies got listed at home and abroad. Zhongshan first won the provincial star prize in science and technology. Invention patents granted increased by 31%. Two provincial R&D teams were introduced; four branches of state key laboratories, one academician workstation and seven postdoctoral innovative field bases were added; 47,000 talents in a variety of fields were produced and introduced.

3. New steps were started in infrastructure construction.

The general developing plan, the building plan and the managing system for New Cuiheng District was adopted and entered the phase of construction—Project Cuiheng International Touristy Town was under construction. The decision for location plan of Shenzhen-Zhongshan Highway, Shenzhen-Maoming Rail was made; some transportation projects such as the second-phase Guzhen-Shenwan Road and Zhongshan Port Bridge were started; National Highway 105, the second-phase middle line of Guangzhou-Zhuhai Highway, Eastern Express, etc., was accelerated?Fuyuan Road, the third-phase Western Line of Guangzhou-Zhuhai Expressway were open to the traffic. Five bus stations were newly built or rebuilt; Zhongshan put 192 taxes and new energy buses in transportation; Zhongshan IC Card covered all parts of the city; effective connections was accomplished for 15 intercity bus routes; buses made up about 23 percent transportation. About 210 kilometers rivers and channels were remediated and the protection for water ecological reserve was accelerated. The project of rain and sewage diversion was fully started. The sewage treatment capacity increased by 11 tons per day while Zhongshan ranked advanced in reducing the amount of main pollutants in Guangdong Province. The newly added and improved green coverage along roads was 400 kilometers while the newly built and rebuilt greenery covered 710 thousand kilometers. Per capita public green coverage was 11.9 square meters. The forest acreage was 19.4 percent. Newly built Green Way was 280 kilometers and 3080 more bicycles were put in use. The frequency of use ranking ahead in the nation wide.

4. People’s life was newly improved.

Over ninety percent of the added part of public budget expenditure was used for improvement of people’s life. Goals of the ten projects concerning people’s life were completely fulfilled. Per capital disposal income of urban residents was 31 thousand yuan while the net income of rural residents was 19 thousand yuan, an increase of 12.4 percent and 12.6 percent respectively, faster than the growth of GDP and the fiscal revenue. Fifty thousand jobs were increased while the urban registered unemployment rate was 2.3 percent. Zhongshan ranked top three in the assessment of labor transfer and employment. Zhongshan made solid efforts to create a state-level entrepreneurship city and had built 11 business incubators. The integration of urban and rural social insurance was improved; the participation of urban workers in social assurance amounted to 7,285 thousand times. The minimum standard allowance for urban and rural residents rose up to 430 yuan for each one each month. The houses of 405 low-income families and families of the minimum standard allowance were repaired; temporary price subsidy of 7.95 million yuan was released.

5. New progress was made in social administration.

Town social working committee and municipal working committee were set up to build a monitoring and warning system for the social development. Three jobs about rural community construction such as Mode "2?8?N" was selected as provincial socially creative projects. Efforts were made to build creative social organizations while construction of social worker organizations and their localization were accelerated. Progress was made in people’s moral improvement and over 650 schools were built for moral improvement. Therefore, Zhongshan passed the assessment of national civilized cities, highly scored. Zhongshan first set up agencies of administrative review in towns to build a model city in ruling by law in Guangdong Province. Popularizing laws was carried out among people and 98.3 percent of People's Mediation succeeded. Urban and rural household registrations were renewed as resident households, and the working system for population and family planning was improving. Migrant workers’ credits stretch to the housing aid. There 14 thousand people transferred their household registration to Zhongshan or studied in public schools by credits.

6. Efficiency of administrative services was newly improved.

Zhongshan had released a series of policies to encourage the development of small and medium-sized enterprises, industrial investment, promotion of traditional industries and development of new industries. Zhongshan government had take over 150 measures to aid companies. The work on foreign and overseas Chinese affairs was awarded “Outstanding Contribution to Domestic Development” by Ministry of Foreign Affairs. Zhongshan government followed the principle of democracy in decision making according to the law. It has handled 137 proposals from representatives of Zhongshan People’s Congress and 230 proposals from Zhongshan CPPCC. The satisfaction rate and general satisfaction rate was 100 percent. Reforms in simplified administrative procedures in towns were steady promoted and over 1400 items of approval were decentralized. Efforts were made to build Zhongshan Branch of Guangdong Provincial Online Service to further promote open administrative affairs.

2013 work plan

The main expected targets for the economic and social development in 2013 are: the growths of the total output value increasing by 10%, the total fixed asset investment by 15%, the total retail sales of social consumer goods by 12%, the total export value by 4%, the public budget revenue by 10%, per capita disposable income of urban residents by 11%, and the per capita net income of rural residents by 12%; the controls of the consumer price rise around 3.5%, the registered urban unemployment rate below 3%, and the natural population growth rate below 7.5‰; the fall of the energy consumption per 10,000 yuan of GDP by 3.9%; obligatory target for energy conservation and pollution reduction meeting the annual provincial plan; implementing the arrangements made by the provincial party committee and the provincial government; striving for the better and faster growth of the progressive indexes through further restructuring and upgrading.

I. Increasing investment, expanding markets, and promoting the sustained and healthy economic development

Expanding domestic demand as the strategic base point.

We should maintain the rational growth of investment, focus on the direction, structure, quality and efficiency of investment, explore and release consumption potential, expand domestic and international markets, and enhance the economic development potential.

Strengthening the construction of key projects.

98 municipal key projects have been deployed this year, with the annual investment plan of 24.16 billion yuan. We should accelerate the construction of key industry platform, major industrial projects, and industrialization of core independent technology.

Attracting more investment. We should highlight investment attraction in strategic emerging industries, advanced manufacturing industry, and modern service industry; comprehensively coordinate investment attraction resources, and innovative industry chain docking-type investment model; revise the orientation catalog for industry development, introduce a batch of industry-driven projects with high technology content and intense investment, explore the establishment of foreign investment funds, and encourage the merger and acquisition of the domestic and foreign enterprises.

Striving to expand consumer demand.

We should support enterprises in exploring domestic market, establishing domestic sale brands, and participating in domestic exhibition. Besides, we should implement the ten projects for the development of modern circulation industry, introduce the large-scale commercial circulation enterprises, expand the nationwide ales network of Zhongshan products, explore the construction of outcity economic and trade cooperation platform, and accelerate the development of e-commerce. It is also necessary for us to formulate citywide commercial development plan, and improve the commercial distribution in core business circles and communities. And we also should guide the healthy development of real estate, establish urban complex, increase the income of urban and rural residents, as well as residents’ consumption capacity.

Upgrading the degree of economic openness

We should optimize the import-export structure and advance import-export growth; organize advantageous products to explore international markets; encourage enterprises to cover export credit insurance; construct distribution platform for key imported goods, and expand the import of resource raw materials; support enterprises in establishing overseas marketing network, and promote the transformation and upgrading of processing trade, striving for comprehensive bonded area.

II. Adjusting industrial structure, and improving the quality and efficiency of economic development

Focusing on the solid foundation of real economy.

We should adopt approaches more conducive to the development of real economy, and build the development mode with high added value of products, good quality and efficiency, less occupation of essential resources, and the capacity to support the simultaneous growth of people’s income and economy.

Strengthening the innovation of industry structure.

We should improve the new industry system with “two wheels drive”??advanced manufacturing industry drive and modern service industry drive and the fusion of industrialization and informatization; establish economic cooperation zone, build the gathering area of headquarter economies, attract the stationing of enterprise headquarters, regional headquarters, and research and development marketing centers; guide the local enterprises rooted in Zhongshan to “go out”, foster enterprise structure featuring outside production and inside research, development and sales; support the merger, acquisition, expansion and strengthening of enterprises, encourage the alliance and collaboration of large, medium and small-sized businesses; implement the “new three hundred” program, and strive to cultivate the industry cluster with ten 10 billion-level enterprises, hundred billion-level enterprises, and more than ten 100 billion-level, even several 1,000 billion-level industries after around three years’ efforts.
Upgrading the development of advanced manufacturing industry

We should realize the growth of the added value of industries by 10%, break through the development of high-level new electronic information, semiconductor lighting, and new energy automotive industries, take the lead in the development of the industries of new energy, biomedicine, and high-level equipment manufacturing, foster the development of energy-saving, environment protection and new material industries; advance wind power equipment manufacturing, Internet of Things, and the base construction such as Beidou navigation industry, optical equipment industry, and software industry, develop yacht industry, and build the demonstration area for the provincial strategic emerging industries.

Vigorously developing traditional advantageous industries.

We should implement the traditional industry transformation plan, take the means of designing, branding, informatization, and modern industry mode to promote the upgrade of the traditional industry cluster to the modern industry cluster; integrate household industry resources such as lighting source, household appliances, furniture and floor, textiles and clothing, metal products, kitchen ware and bathroom furniture, create the regional brand of “Zhongshan residence”, and build “Zhongshan residence” Experience and Exhibition Center. Promote the off-site transfer development for enterprises with resource dependence and environmental capacity demand.

Accelerating the development of modern service industry

.We should achieve the growth of the added value of service industry by 10%; accelerate the development of research and development design, inspection and detection, information services and other science and technology service industries, and further advance the construction of research, development, design and other enterprise institutions into independent legal entities; vigorously develop supply chain circulation, innovative finance, clearing center and other new industry modes, and actively develop health and hygiene, wise life and other happiness-oriented industries; build the second batch of high-level service industry cluster co-constructed by five cities and towns, accelerate the construction of Golden Eagle Plaza and other key projects in service industry; promote the construction of Cuiheng International Tourisy Town and other key projects in service industry, and develop inter-city tourism cooperation.

Developing modern agriculture.

We should upgrade the comprehensive returns of agriculture, strengthen agriculture infrastructure construction, promote the agriculture intensification layout, specialized production, socialized service and industrialized operation; publicize agricultural science and technology, support the transformation and upgrading of flower, seedling, fruit, vegetable, aquaculture and other characteristic agricultures; develop the processing and circulation of agricultural products, nurture green food and pollution-free agricultural products, and strive for national and provincial famous brand products. Ensure food security.

III. Promoting innovation stimulation, and enhancing the endogenous motivation of economic development
Grasping the core strategy of innovation impetus.

We should comprehensively promote scientific and technological innovation, enterprise innovation, product innovation, market innovation and brand innovation, give full play to the leading role of innovation in transformation and upgrading, and construct innovative Zhongshan.

Improving innovation environment.

We should improve and promote innovation policies and measures, improve the diversified technology investment system guided by the government, dominated by enterprises, and participated by social capitals, and strive for 2.23% of research and development fund in the total output value; strengthen industry and research connection, and introduce high-end research and development institutions; strengthen the establishment of innovation service system, and encourage public technology platform to carry out core and key technology breakthrough; implement major science and technology projects, promote projects such as biological macromolecules drug development service, high-power permanent magnet synchronous motor, and offshore wind turbine installation equipment development.

Developing science and technology enterprises.

We should implement the plan of strengthening enterprise through technology, vigorously support technology enterprises with potential growth; encourage enterprises to increase investment in research and development, organize and establish various types of engineering technology centers, and introduce and cultivate national level innovation platform; construct technology and finance combination pilot city, apply intellectual property rights, equity pledge and other ways of bank loan, and enhance financial support for business innovation; promote the industrialization of maskless interference photolithography and other core independent technologies.

implementing brand standard patent strategy.

We should promote multi-level brand revitalization project, achieve parallel advancement of regional brand, industrial brand and corporate brand, support the expansion and strengthening of provincial or above famous brands. Promote technology standard work, encourage enterprises to participate in the stipulation of enterprise alliance standards, industry standards and national standards. Highlight intellectual property rights protection, and advance the establishment of intellectual property rights rapid safeguard center, and strengthen the application of patent information.
Doing well in talent work.

IV Strengthening infrastructure construction and upgrading the comprehensive strength for city development

We should build coordination mechanisms that industry transformation and upgrade and urban function upgrade mutually reinforce, improve the development advantages through urban functions, strengthen city competitiveness, and enhance Zhongshan brand.

Upgrading regional advantages.

We should grasp the great opportunities of constructing the strategic projects such as Shenzhen-Zhongshan channel and Shenzhen-Maoming railway, strengthen the overall planning, and enhance the strategic position of Zhongshan in the Pearl River Delta and even in southern China area; strengthen the transportation connection with the air harbors, deep-water harbors, rails and other major stations around the estuary of Pearl River, and advance the planning of the facilities in Zhongshan North Station and other transport hubs. Launch the planning and construction of new Zhongshan Ferry Terminal.

Strengthening the construction of strategic platform.

We should comprehensively plan and advance by step the construction of Cuiheng New District, stipulate policy system, do well in the planning and stipulation, innovate development model, organize the construction of investment platform, carry out the construction of main roads in starting areas and other infrastructure, grasp the approval submission and implementation of reclamation planning, and accelerate project landing; make planning for the construction of Qijiang New Town, and build high-end headquarter economic zone, manufacturing service zone and financial business zone.
Accelerating the improvement of transportation system.

We should continue to implement the strategies of taking traffic first and public transportation as the priority, and promote external extension and internal smoothness; advance the preparatory work for the connecting line between Shenzhen-Zhongshan and Guangzhou-Zhuhai channels and Zhongshan-Jiangmen Speedway multiple track; implement the construction plan of urban loop speedway——“reforming one-ring, constructing two-ring and planning three-ring”, accelerate the transformation and construction of Second Ring Road, North Outer Ring Road, and State Road 105, and advance the extension construction of Sand Harbor Road, Forth Vertical Line, western section of Fourth Horizontal Line and Zhongshan Port Bridge; implement the strategic planning of public transportation development, improve traffic organization and management, scientifically and meticulously manage and control roads, and launch traffic assessment for the large-scale projects before they start construction.

Optimizing urban function layout. We should issue main function area planning, and comprehensively coordinate public facilities layout; transform and upgrade main urban areas, accelerate the planning and construction of sub-centers in the eastern, northwestern, and southern sections; improve power grid structure, accelerate the construction of energy projects and electric transmission and transportation projects; do well in the urban design of main city and gateway areas, and build Lingnan style demonstration project; highlight the protection of the famous historical and cultural city, and explore and protect a batch of cultural neighborhoods and ancient villages.

V. To create a favorable environment for market economy through intensifying an overall planning and all-around considerations
Reinforcing resources planning and utilization.

The municipal government grants 0.5 billion yuan to support industrial development and insists on making decisions in the whole city on investment planning, projects arrangement, land use index, environmental capacity, power supply and capital support and so on. In addition, the so-called internal supermarket of project transferring is established to encourage projects to be transferred in industrial planning, resources integration and benefits sharing among towns. Integration development of land resources, financial capitals and industrial capitals is also promoted.

It is also necessary to develop the causes of social help system and charity foundation.

Promoting establishment of strong cultural city.
In order to accept inspection of national civilization city and deepen the activity of morality cultivation, the municipal government consolidates public cultural construction, upgrading cultural levels in township activity centers, support development of grassroot arts groups and complete construction of demonstration projects of national public culture service system. Except for improving qualities of community health teams and health services, public health and basic medical service system should also be reinforced to increase capabilities of dealing with health emergencies. Moreover, establishing a demonstration city of nationwide fitness is in progress with continuous improvement of public sports service and development of competitive sports.

Manage affairs and exercise power according to the law, strengthen the standard management of administrative penalty discretion, and perform duties of administrative reconsideration.

Administrate efficiently. Work hard to produce efficient and pragmatic administration, and improve the executive power and credibility of the government. Strengthen the performance management of the government, and carry out an evaluation system of duty performance, efficiency-building, service quality and innovation.

Administrate honestly. Adhere to careful planning and thrift, control consumption and expenditure, strive for a zero-growth rate of public budget for each department, and reduce administrative costs. Simplify reception, and control visits strictly. Make public affairs known to the public and promote the work of seeking advice from the netizens.

After adopting people’s opinions, the government decides to continue efforts to conduct the following 10 livelihood projects.

1. The Social Security Project: create safe and secure villages, factories, communities, schools, hospitals, rental apartments and markets. 2. The Rain-and-Sewage-Division Project: construct 32 major pipelines that last 40 kilometers to divide rain and sewage. 3. The Transportation Project: construct inter-township roads to connect all the towns, weave an express bus line network to connect the towns to the central urban areas and pilot “waving to stop a minibus”. 4. The Food Security Project. 5. The Healthcare Project: improve social health insurance benefits, strictly control the growth of medical costs, and reduce the burden on the masses of medical treatment. 6. The Preschool Education Project: establish a public service system with emphasis equally placed on public and private preschools, implement the program of “creating more excellent schools to benefit people”, improve the quality of preschool education, and increase the proportion of star kindergartens to 35%. 7. The strive for the Needy Project: implement the price-subsidies-and-price-increase linkage mechanism for low-income people, increase the minimum living standard by 11% during the year, and complete renovation of dilapidated building for 500 low-income or entitled families. 8. Promote the harmonious development of rural areas and solve problems confronted with relatively poor villages. 9. Optimize the credit system: deepen and expand migrant workers’ access to basic public services and implement credit system in housing security and Medicare. 10. Improve public cultural and sports facilities for the masses: make more such facilities free of charge or charged at a discount, gradually open the sports fields of enterprises and institutions to the pubic, expand the coverage of fitness facilities and regularly maintain or replace facilities.
