I am here to deliver the report on the work of the government on behalf of Zhongshan Municipal People’s Government to Zhongshan People’s Congress for approval and to Zhongshan People’s Political Consultative Conference and other representatives for advice.
Work review of the “11th Five-Year Plan” period and the year 2010.

The “11th Five-Year Plan” period for Zhongshan’s progress is five extraordinary years, which has seen a sound economy, social harmony and progress and more substantial benefits for local peoples. Under the leadership of CPC Guangdong Provincial Committee, Guangdong Provincial Government and CPC Zhongshan Municipal Committee? the supervision and support of Zhongshan People’s Congress and Zhongshan People’s Political Consultative Conference, and the guidance of Deng Xiaoping Theory and “Three Represents”, Zhongshan Government implemented the Scientific Outlook on Development, carried out The Outline Plan on Reform and Development of the Pearl River Delta Region and kept taking active measures in economic restructuring, stable economic growth, improvement of people’s livelihood, and construction of the harmonious, livable, law-ruling, and cultural city with Chinese characteristics. Finally, new achievements have been made and Zhongshan begins its new venture on the way of scientific development when it has fulfilled all tasks and goals of the year 2010 and the “11th Five-Year Plan” period.

With effective response to the international financial crisis, comprehensive economic strength has markedly increased. In 2010, the city's GDP was 182.6 billion yuan, up 13.5%; per capita GDP surpassed the $ 10,000; the industrial output value was 530.96 billion yuan, up 20.4%; local general budget revenue was 13.94 billion yuan, up 26.2% ; total fixed assets investment was 66.04 billion yuan, up 21%; export value was $ 22.51 billion, up 26.9%; Total retail sales of social consumer goods was 64.81 billion yuan, up 18.2 percent. Compared with the end of the 10th Five-Year Plan period, GDP, industrial output value, the local general budget revenue, and total fixed asset investment doubled. The economic efficiency of enterprises increased steadily and the profits of above-scale industrial enterprises increased by 193% in 2010 compared with the end of the 10th Five-Year Plan period.

With restructuring and optimizing, the economy was shifting the way it develops. The ratio of three industries was 3.5: 60.9: 35.6 in 2005 while it was 2.8?58.7?38.5 in 2010. The economic structure tended to be senior and heavy-duty. Zhongshan has 27 national industrial bases, 15 province-level scientific-technological specialized towns, 397 brands with provincial fame or above, and 2 enterprises with over-10-billion output. The added-value ratio of above-scale light and heavy industries changed from 61.9?38.1 to 59.8?40.2. in 2010 hi-tech products made up 31% of the industrial output and new energy industry increased by 27.3%. With accelerated economic upgrading, the industrial output of traditional pillar industries annually grew by 17.8% on average. As service industry developed steadily, financial industry had made breakthrough progress, including 16 newly added financial institutions, 12 enterprises listed at home and abroad and doubled public financing compared with the 10th Five-Year Plan period. In addition, the average annual growth of total tourism revenue increased by 13.5% annually. With further coordination of internal and external economic sources dependence on foreign trade dropped from 188% to 112%. As for agricultural modernization, the agricultural output per mu was 12,400 yuan, ranking ahead and the agricultural output was up 20.8% compared with the end of the “10th Five-Year Plan” period. As to scientific and technological creativity, accumulated 1.96 billion yuan was put in technological innovation in the past five years, driving 8.01 billion yuan from enterprises invested into R&D. Zhongshan had 3 national productivity-promotion centers and enterprise technological centers, 62 provincial engineering centers and enterprise technological centers and 18 industry clusters union standards. Besides, invention patents increased by 5.3 times compared with the “10th Five-Year Plan” period. national engineering laboratory of electric vehicles stationed in Zhongshan and technological breakthroughs were achieved in MW wind turbine blades, high-power permanent magnet synchronous motor, etc. Zhonshan had been rated the advanced city four consecutive times in national science and technology assessment.

Infrastructure construction was enhanced and city functions were improved. The revenue increased its investment and invested a total of 10.67 billion yuan to promote the construction of urban infrastructure in the five years. Steady progress was made in main roads, and a number of major transport projects has been complete, including first-phase Guzhen-Shenwan Highway, second-phase Chenggui Road, Boai Road, etc. The highway mileage was 1917 km in total and road density was 106.5 km / 100 square kilometers. Great endeavor was made to promote the preliminary work of major intercity transport projects, such as Guangzhou-Foshan-Jiangmen-Zhuhai light rails, Western Guangdong Coastal Railways. Active efforts strove to list Shenzhen-Zhuhai Bridge in the “12th Five-Year Plan” of Guangdong Province. The whole city had been a port city comprised of five districts and one harbor. Construction of energy, power, electricity network and IT were accelerated. Progress was made in water disaster prevention and mitigation and provincial tasks were fulfilled one year ahead. A large number of city facilities were put in use, such as Culture and Art Center, Expo Center, Zhongshan Polytechnic, expansion of Sun Yat-sen Memorial Middle School, relocation of Junior Department of No.1 Middle School, CDC, Traditional Chinese Medicine Hospital, Pediatric Building of Boai Hospital, first-phase No. 2 People's Hospital, new Taian Market. The goal of 10,000 mu re-modification of old towns, factories and villages.

New progress was made in urbanization thanks to the balanced development between rural and urban areas. Efforts were made to promote the construction of infrastructure, urban-rural develop planning, social administration, public service and industrial layout. The city revenue invested a total of 21.12 billion yuan in social causes and public services in the five years. As a result city administration is further improved. Over 80% rural workers were engaged in the secondary industry and tertiary industry. The urban-rural income ratio reduced to 1.71:1. Urbanization rate was 86.3%, reaching a good level of the province. Many facilities like public transport system, Telecom broadband, TV and radio, running water, sanitary station, rural bookstore and fitness square covered the whole region. New countryside construction was accelerated and both rural stock cooperative system and village-level unified accounting reform were finished. The work of upgrading village to community was steadily promoted so that 59 residential districts of farmers were built up. Rural infrastructure construction was improved. For example, 581 km “hard bottom” rural main roads were built, as well as 34,000 mu high-standard farming land and 80,000 mu modern agricultural parks. In addition, policy-supported agricultural insurance was accelerated. The city's average annual income of village collective economy exceeded $ 10 million.

Reform and opening up was further promoted to increase vitality to the economic and social management. Evident progress was made in the creative reform to reach a new administrative examination and approval method. Those examination and approval items set by the municipal level were canceled and "One network-style" approval was fully implemented. The municipal-level government reform was roughly finished and the personnel system reform in public institutions achieved initial results. Experimental reform of rural-urban financial integration was started as well as the experimental work of combining technology and finance in the provincial level. Efforts were made to reintegrated the municipal financing platform and promote new financing mode like agent system. The financial management system tended to be more innovative. In those underdeveloped towns "first-level finance" and "special allowance" policy were carried out. Industry and service industry water treatment, sewage treatment and garbage disposal shared the same price. Zhongshan played a leading role in promoting credit system for migrant management. Zhongshan was also actively involved in the integration of the Pearl River Delta Region and first suggest the mutual recognition of motor vehicle annual tickets between Zhuhai, Zhongshan and Jiangmen, as well as regular shuttles. Zhongshan worked hard to restructure industries and work forces and built 4 provincial industrial restructuring parks under cooperation. As a result, Zhongshan ranked the first in work force restructuring. Foreign trade restructuring was accelerated so that general trade export rose from 29.5% at the end of the “10th Five-Year Plan” period to 37.3% in the proportion of the total export. And export of mechanical and electrical products and high-tech products made up 64.9% and 28.6% respectively. In total, 189 OEMs got upgraded without stopping production. Export companies’ domestic sales in 2010 grew by 33.1%.
Great efforts were made to protect ecological environment so that evident progress was achieved in construction of Green Zhongshan. Zhongshan was among the first national ecological demonstration points and all its towns were among national environment-friendly towns. Compared with the end of the “10th Five-Year Plan” period, energy consumption per unit of GDP reduced by 18%, while emission of sulfur dioxide and chemical oxygen demand by 13.5% and 35.5%. Zhongshan in terms of emission reduction of major pollutants and comprehensive improvement of the Pearl River ranked highest in the province. Zhongshan had built 20 sewage treatment pants and urban sewage disposal rate reached 87.5%. central cluster bases and northern cluster bases of waste treatment were put in use and downtown garbage harmless treatment rate reached nearly 100%. 1227 km inland rivers and creeks were rectified so that the quality of main waters was significantly improved. Wuguishan Ecological Reserve was built and 53,000 mu land was finished in forest transformation. The forest coverage rate reached 19.1%, Zhongshan became a ecological city in Guangdong Province. In addition, Green Way ran through Zhongshan.

Zhongshan worked actively to improve people's livelihood and the construction of a harmonious society had started a new phase. Ten projects concerning people’s livelihood were promoted in an all-round way so that people’s life kept improving. Per capita disposable income for urban residents in 2010 reached 25358 yuan while per capita net income for rural residents reached 14928 yuan. Both got further improved. Urban and rural residents’ savings balance was 144.37 billion yuan, twice as much as at the end of the “10th Five-Year Plan” period, whereas, the consumer price index rise was controlled less than 3%. In 2010 another 80000 jobs were created and the employment rate of college graduates reached 97% while the registered unemployment rate was controlled less than 2.1% in urban areas because great efforts were made to promote employment. What’s better, Zhongshan’s intension of building a national entrepreneurial city was initially approved by Guangdong Province. Zhongshan worked to promote urban-rural social insurance system. As a result, about 6.686 million urban workers participated, and it covered both urban and rural areas in terms of basic old-age insurance,and basic medical insurance for both hospitalization and outpatient. Guaranteed housing was promoted with 527 low-rent houses, 1000 economical houses and renovation of 1852 dilapidated buildings finished. The social aid system was improved and charity causes developed rapidly. As for education, 12.74 billion yuan was invested to develop education during the 11th “Five-Year Plan” period and all towns and districts of Zhongshan made “strong town of education”. Compulsory education was free and primary education achieved steady progress, more rapid and balanced. Higher education got more universal; vocational education achieved extraordinary development, private education developed rapidly and soundly. Zhongshan had built Wuguishan Vocational Education Park and a technician college. Zhongshan’s comprehensive medical service was improved with 11 national sanitary towns. The natural population growth rate was 5.2 ‰ while average life expectancy of residents was 78.2 years. In addition, the progress of cultural city construction was accelerated and cultural facilities cover all rural and urban areas. All cultural stations in towns and districts reached the highest standard of Guangdong Province. There are five items appearing on Representatives of National Cultural Heritage List. All people are actively involved in fitness and sports while significant progress was made in competitive sports. With the progress in construction of the cultural city, Zhongshan fulfilled its tasks of supporting Xuankou and was rated as a model city to support the work of both the army and city administration.

The construction of the government was enhanced and progress of democracy and ruling by law was accelerated. Zhongshan followed the principle of administrating the city by law and consciously accepted the legal supervision of Municipal People's Congress and the democratic supervision of Municipal CPPCC. Zhongshan government abode by the system to report major work to CPC Municipal Committee, Municipal People's Congress and Municipal CPPCC. In the five year, Zhongshan Government transacted 582 bills from representatives of Municipal People’s Congress and 1023 proposals from Municipal CPPCC, 100% responded. Zhongshan achieve evident progress in spread of administrative review committee and regulating discretion of the administrative penalty. Disclosure of administrative affairs and online administration were promoted to improve the government’s administrative ability and efficiency. And the administrative costs achieved zero growth for 3 consecutive years. Petition systems like mayor reception day were improved and 92% of letters were transacted. Zhongshan set 490 coordinating organizations and 261 social stability stations. The legal aid work was solid and effective; social security and stability continued; Zhongshan maintain harmonious and stable.

During the “11th Five-Year Plan” period great progress was made in every social field including foreign affairs, Hong Kong and Macao affairs, Taiwan affairs, ethnic groups and religion, audit, statistic, construction of national defense, women and children, the elderly, the handicapped, weather, files, chorography, etc. And these work contribute significantly to the progress of Zhongshan’s economy and society.
Representatives, looking back on the “11th Five-Year Plan” period, we have realized in a deep sense that the government must keep improving our sustainable development strength by progress, economic construction and stable development. We must stick to economic upgrading, industrial competitiveness and independent creativity for economic efficiency based on the market, policy control and the way shift economy develops. The government must always adhere to people-oriented policies, and work hard to improve people’s livelihood and build a government from the people, by the people and for the people. Zhongshan must always adhere to the reform and opening up policies, and awaken the working vigor from all the people, more creative in mechanism, more active in reform of major and key fields and sections. Zhongshan should take full advantage of its fame resulting from Sun Yat-sen and improve the opening-up quality and ability. Zhongshan must always adhere to the local condition, the Scientific Outlook on Development and explore a scientific developing way especially for Zhongshan. Zhongshan must adhere to the tradition and zeitgeist of taking the initials. Facing all challenges and difficulties, Zhongshan must improve its competitiveness and strength. With the successful practices in the “11th Five –Year Plan” period, we have required more knowledge of developing laws, which will help to promote the scientific development in Zhongshan.

Looking back on the “11th Five –Year Plan” period, we really feel the difficult progress and cherished experience, which will influence for long. We owe these achievements to the leadership of CPC Guangdong Provincial Committee, Guangdong Government and CPC Zhongshan Municipal Committee, the supervision and support from Municipal People’s Congress and its Standing Committee, Municipal CPPCC, Democratic Parties and personages without party affiliation, the striving efforts from all walks of life and the care from home and abroad. I am here, on behalf of Zhongshan Municipal Government, to express my sincere thanks to the city's workers, farmers, intellectuals, entrepreneurs, cadres and the masses, the democratic parties, federations of commerce and industry, civil society organizations, personages without party affiliation and all walks of life, the People's Liberation Army, paramilitary forces, police officers, veteran leaders, retired comrades, Hong Kong, Macao and Taiwan compatriots, overseas compatriots and friends from home and abroad.

Recalling the "Eleventh Five-Year", we clearly recognize that our city's economic and social development still has some conspicuous problems. In spite of outstanding progress longitudinally, Zhongshan city has fallen further behind of model cities and drawn closer to the followers. Compared with other cities and provincial requirements, economic restructuring needs speeding up and the mode of economic development need be changed rapidly. It is still a long way for Zhongshan to get restructuring and upgraded and strengthen its inner developing power. Zhongshan is facing many challenges such as shortage of talents, inefficiency of creativity, environmental pressure, limited developing possibility, unstable social elements, more difficulty of social management, need of higher spirit and the need of administrative execution improvement. There are some deeper conflicts and problems accumulated in the process of development. We should attach enough importance to the problems we are faced with and take more active measures to have them solved.

The Outlook of the “12th Five-Year Plan” and Scheduling Work for 2011

The “12th Five-Year Plan” period is five key years for our city to accelerate the transformation of economic developing mode and achieve new great progress in scientific development, challenge mixed with opportunity and pressure together with motive. Judging by the present conditions from home and abroad, Much can be done in China in such a period full of important strategic opportunities. Regional cooperation was promoted in an all-round way in Guangdong Province and the experience and fortune accumulated in the “10th Five-Year Plan” period have provided a solid ground for sustainable development. On the other hand, with the profound adjustment of the international economic mode and the macroeconomic situation is more complicated in China and problems in a deep sense during reform and development keep coming out. With increasingly fierce competition, our city is facing enormous difficulties and challenges. We must be motivated to catch opportunities and face the challenges and competitions in order to promote scientific development and improve people’s life. In the next five years, we must handle well the relationship between quality and speed in economic development, between unity and flexibility in the managing system, between human and fortune in economic development, between inside and outside driving power in economic growth, between the new and the old in industry upgrading and between the urban and the rural in balanced development.

The guiding thought of the government in the “12th Five-Year Plan” period is upholding the great banner of Socialism with Chinese characteristics, Deng Xiaoping Theory and the important thought of “Three Represents”, intensively implementing the Scientific Outlook on Development and the main line of transforming the economic developing mode under the theme of scientific development, actively carrying out “The Outline Plan on Reform and Development in the Pearl River Delta Region”, strengthen the awareness of per capita resources and environmental protection, sparing no efforts to improve infrastructure and city function, emphasizing economic structure, people’s life, and quality of workers and citizens and constantly improving people’s sense of happiness. Zhongshan strives to build a harmonious and beautiful habitat and become a new sustainable city suitable for business, creation and residence.
The goal for the “12th Five-Year Plan” is doubled per capita GDP in 2015 compared with in 2000, five years ahead, progress of transforming economic developing mode, new urban and rural looks and improvement of social soft power, people’s life and the scientific developing system.

Comprehensive strength goes up to a new phase. Zhongshan is expected to keep a stable and rapid economy with 11% growth of GDP and 10% growth of per capita GDP, so per capita GDP is expected to exceed 100,000 yuan in 2015. economic structure is expected to be more optimized and the added value of the service industry to make up 45% of GDP under the balanced pulling power of consumption, investment and export. Independent creativity is expected to be improved and research and experiment fund to make up 2.5% of GDP. Zhongshan is expected to accumulate more solid material preparation for happy Zhongshan. New progress is expected in social development. All social causes shall be made progress, including the more improved social insurance system, 99% participating rate of urban workers’ pension insurance, less than 7‰ natural population growth rate; besides, the registered urban unemployment rate is controlled within 3.5%; the educational system gets more improved, 100% gross enrollment rate of senior middle school and 60% of higher education; the public service system is more complete as well as construction of democracy and law ruling; new progress should be made in harmonious social construction.

People’s living standard is expected to reach a new level. People should live a more affluent life with 8% average annual growth of per capita disposable income for urban residents and 9% average annual growth of net income for rural residents. The income gap between urban and rural areas should be down to 1.62:1. People’s life quality and level should keep improving.

Environmental quality is expected to get improved. With the improved ecological environment and environmental efficiency, the accumulated energy consumption for per unit GDP shall decrease by 18% in these five years. Main pollutants emission should be reduced while forest coverage should reach more than 19.4% and farming land should be no less than 49,680 hectares. Low-carbon and circular economy needs to speed up.

The year 2011 is a very important year, when Zhongshan will carry forward its progress at a new starting line. We should enhance the sense of mission and pressure, unite citizens’ wisdom and strength and build a new good start for the “12th Five-Year Plan” so as to create a new look of scientific development.

The main targets for social and economic development in 2011 are as follows. GDP grows by 11%; per unit GDP energy consumption falls by 4.1%, emissions of sulfur dioxide, chemical oxygen demand, ammonia, nitrogen oxides reach targets set by the nation and Guangdong Province; social investment in fixed assets grows by 14%; total retail sales of social consumer goods grow 14%; export grows by 10%; local general budget revenue grows by 12%; per capita disposable income for urban residents grows by 8%; per capita net income for rural residents grows by 9%; consumer price index rises about 4%; registered urban unemployment rate is controlled less than 3%; the natural population growth is controlled less than 7‰. Zhongshan government strives for a rapid economy, fulfill the tasks ahead of time and build solid foundation for long stable and rapid development.

The following ten jobs must be done well to fulfull the goals above.

?.Accelerating economic restructuring and promoting the construction of the modern industry system.

Advanced traditional industries need to be improved. Zhongshan will carry out three strategies that are revitalization of traditional industries, upgrading specialized towns and strengthening industrial clusters. Every town shall have its special strategy to improve its developing plan. And the main efforts shall be made to promote the upgrading of lighting devices, household appliance. Hardware, textile and clothing cluster industries. Industries shall be promote to develop high-end segments. And efforts shall be made to promote over-10-billion industrial clusters. New nation-level creative modern pilot lighting industries and new nation-level creative scientific and technological park shall be built. A number of leading traditional enterprises shall be cultivated by famous brands and high-quality products.

Advanced manufacturing shall be strengthened and optimized. Zhongshan shall stick to the new industrial developing way and 12% industrial added values. Enough emphasis shall be attached to shipbuilding, elevator equipment, large forging, machinery, etc. 20 major project port equipment manufacturing base and Southern Railway equipment manufacturing base shall be promoted. Advanced manufacturers and projects shall be introduced and local enterprises shall be cultivated, especially those supporting enterprises.

Leap development shall be promoted in new strategic industries. Planning guidance and policy supporting for these enterprises shall be strengthened. New industries like new energy and semiconductor lighting, etc. shall be paid special attention. A number of projects like Mingyang Offshore Wind Power Industry Base, MGL Lithium Battery, Wistron LCD Optical shall be promoted. And a number of bases such as Guangdong New Energy Base, Guangdong New Lighting Hi-tech Base, etc shall be built well. It is strongly expected that the added value of new industries should make up 4.2% of GDP.

Modern service industry shall be accelerated. Efforts shall be made to promote service industry to get accelerated and optimized. The tertiary industry shall count for more in “three industries” while the proportion of modern service industry shall improved and the added value of service industry shall grow by 12%. Zhongshan will arrange 29 major service projects with annual investment of 6.4 billion yuan. The emphasis should be attached to finance, modern logistics, trade and expo, industrial design and tourism, etc. service clusters will be built. Logistics project like ProLogis and Yurun will be promoted. Integrated bonded logistics area will be built. Tourism will be speed up. Efforts shall be made to develop service industry for manufacturers and enhance service statistics.

Active efforts shall be made to develop modern agriculture. The Revenue will invest 880 million yuan in agriculture, countryside and farmers for their better development. Modern agricultural parks will be accelerated and Southern Green Expo Park will declare a national park of modern agriculture. Plants and flowers bases will be built and they main concentrate in Guzhen-Shenwen Highway belt. 195 km “Hard bottom” rural main roads will be built, as well as 6000 mu high standard farming land. Renovation of dangerous bridges will be accelerated. Efforts will be made to promote green, pollution-free brand produce and improve grain productive capacity. Efforts shall be also made to improve the technology spreading system in production section and enhance the supervision of produce quality and disease prevention and control of animals and plants.

?. Accelerated construction of new growth point and improvement of economic quality efficiency

The strategy of “Three Hundreds” will be carried out to accelerate economic upgrading. Efforts shall be made to upgrade a hundred foreign-invested enterprises and OEMs, support 100 domestic-funded enterprises to get stronger and introduce 100 high-quality enterprises. 20 Guangdong modern industrial Top 500 projects will be promoted and efforts should be made to promote Top 100 companies of modern industries. Headquarters economy will be promoted and more vigor will be put in private economy. The transformation of industries and labor forces shall make breakthrough progress.

Improving energy efficiency. Awareness in terms of per capita resources, productive capacity shall be enhanced. It is urged for scientific utility of projects, land using and funds. Industrial developing fund will increase to 400 million yuan, mainly put in efficient, creative, optimized, low-energy consumption projects. Integrated land management system shall be completed and strengthen the land management. Land development at light rail station and along new main roads will be enhanced. Shiqi integrated experimental are and South China Household Appliance service creative area, etc. shall be accelerated. It is planned that 30000 mu land will be finished in renovation of old towns, old factors and old villages. Zhongshan city should be strengthened by quality.

Enhancing technological innovation. A new creative system shall be built to gather more talents and technology, based on enterprises and industries, guided by market. Zhongshan should strive to promote the proportion of hi-tech output value up to 35% of gross industrial output and build a number of province-level engineering and technological centers in hopes of breakthrough in key fields. A fund of 15 million yuan is set to cultivate entrepreneur and professionals. Enterprises are supported to get larger and stronger. Efforts will be made to promote “made in Zhongshan” to “designed in Zhongshan”.

Enhancing financial services. Experimental reform of urban and rural financial integration shall be promoted to build a diversified financial system. Efforts shall be made to introduce outside financial institutions, develop local financial institutions and promote more enterprises to get listed. The government will work well with banks and strengthen the support for small and medium-sized enterprises. It will also promote agricultural insurance and export credit insurance policy. The government shall take advantage of Funds and develop venture investment and risk investment. System reform will be promoted deeply in investment and financing and modes like Bt, BOT will actively promoted to solve the shortage of funds.

Building a mew developing platform. The government will launch the plan of “one platform and two bases”. It will work actively for the support from the province and the nation, integrate the resources of Sun Yat-sen’s Hometown and eastern coastal areas and a new strategic platform under cooperation with large state-owned enterprises in order to guide economic upgrading and promote people’s happiness and social construction. The government will promote the development of wind power equipment and electric cards.

?. Accelerate internal and external coordination and enhance economic inner vitality.

Enhancing investment in major fields. The government will expand investment and optimize the investment structure. 69 major projects of the “12th Five-Year Plan” with total investment of 128.7 billion yuan are arranged. And this year 79 municipal major projects are arranged with planned investment of 19.68 billion yuan, and 67 provincial major projects with investment of 8.6 billion yuan. The government will complete mechanism to promote major projects and enhance their management. Zhongshan will implement the rating and approval system in fixed assets investment projects and main pollutants emission, controlling both the total emission and intensity.
