Review of Work in 2009

The year 2009 was a year when great achievements were made on Maintaining a Growth and Promoting a Development even against unfavorable economic environment. This time last year the global financial crisis was still spreading, but we were endowed with the historical opportunity to carry out The Outline of the Plan for the Reform and Development of the Pearl River Delta (the Outline of the Plan for short). To fulfill the task of Three Promotes and One Maintain, the municipal government, under the firm leadership of the Provincial Committee and the Provincial Government, with the supervision and support of the Municipal People’s Congress and the Municipal Committee of the CPPCC, and guided by a Scientific Outlook on Development, tackled difficulties head on to assure a growth, worked tenaciously to boost domestic demand, grasped opportunities to promote restructure and made every endeavor to benefit people.

Maintaining growth and promoting development. The economic work of last year centered with growth maintaining. Major economic indicators saw a steady rise. GDP topped 156.4 billion yuan, an increase of 10.2%. Total industrial output value rose by 11.2% to 443.9 billion yuan. Services achieved an added value of 61.6 billion yuan, 12.5% up. Local general budget revenue totaled 11.04 billion yuan, 10.3% up. Total deposit balance reached 55.48 billion yuan with an increase in new loans of 203%. Total investment in fixed assets was 54.56 billion yuan and total retail sales of social consumer goods were 55.48 billion yuan, a rise of 16.5% and 16.3% respectively. The quality of development was improved, with a respective decrease in unit GDP energy consumption of 3.9%, in sulfur dioxide emissions 5.9% and COD emissions 27.4%. The complex index of efficiency of industrial enterprises above designated size was 153.2%, up by 8.7%.

Adjusting and upgrading industrial restructuring. We unswervingly promoted and upgraded industrial restructuring, taking it as the key to obtaining a development against challenges. We pumped 300 million yuan to support industries, with an allocation proportion of 2.8: 57.8: 39.4 in the three industries. The output value of pillar industries above designated size rose by 18.3%. And the springing up of many new industries, like new energy industry, new light source industry, and health and medical industry, was witnessed in the past year. Advanced manufacturing was thriving too, for which equipment manufacturing contributed an output value of 106.8 billion yuan, up by 20.8%. We quickened the pace to construct major enterprises and projects: enterprises with an output value topping 5 billion odd yuan increased to 5. We launched 8 provincial-level pilot projects of industrial clusters. Services were expanded constantly and the added value of services contributed a 45.6 percent to economic growth. The same price was applied to the industrial water in services and the treatment of industrial waste water as well as household garbage. We selected from local brands our own Top 10 famous brands and beefed up the efforts to establish services clusters. Now Zhongshan Bonded Logistics Center has passed the national check and is available for use. The rapid development in financial services witnessed the settlement in Zhongshan of 3 financial institutions and the founding of 4 small loan companies. Just taking Xiaolan for example, the township bank achieved a loan balance of 628 million yuan just one year after its opening and 3 enterprises have applied for listing and the applications have all been accepted. A balance was achieved between export and import enterprises. Privately-owned enterprises had an output value of 140.48 billion yuan, 22.2% up. Total value of import and export trade was 24.47 billion yuan and export totaled 17.74 billion yuan, decreasing amplitude respectively decreasing from 26.5% and 21.5% at the beginning of the year to 5.6% and 5.2%. Export of hi-tech products grew by 23% and actually utilized foreign capital was 766 million yuan, 2.8% up. Processing trade switched to domestic sales increased by 2.4 times. Modern agriculture accelerated its development, realizing a total value of 7.57 billion yuan, 3% up.

Implementing the Outline of the Plan with a good start. We adopted the policy of “developing scientifically and beginning with pilot units” to launch a new round of development. We formulated clearly the developing goals and strategic position of Zhongshan city. Conforming to the principle of “basing on the current while taking a long view; strengthening collaboration while showing its own flare”, we pressed ahead to build “one transportation hub, two bases and three pilot units”. We signed the Framework Agreement of Close-Cooperation of Zhuhai, Zhongshan and Jiangmen and 19 corresponding special cooperation agreements, establishing a joint meeting mechanism. The project of One Motor Vehicle Ticket of the Three Cities was promoted and the highway from Shenzhen to Zhongshan was under feasibility study. To achieve the switch of industry and workforce, we employed 54 thousand people of the rural workforce from eastern Guangdong and northwestern Guangdong. And the construction of provincial demonstrative parks of industrial switch was moved to a new level.

Investment and consumption stimulating economic growth greatly. With the support of national policies, we worked hard to promote investment and boost domestic demand. Investment in renovation increased by 51.9%, and in infrastructure by 23.8%. We launched 88 key projects, accomplishing an investment of 9.59 billion yuan, 105.6% of the annual plan, and bringing in 370 million yuan of central and provincial special funds. Great progress was made in efforts to develop domestic and international markets. We held 11 municipal-level fairs and set an annual exhibition of Zhongshan-made products in Amsterdam. We organized economic and trade activities with Vietnam, India, Australia, Beijing, Sichuang, Chongqing, Hunan and Guangxi, signing various contracts worth more than 60 billion yuan. We instituted 275.8 million yuan financial subsidies to bring home appliances and automobiles to the countryside, stimulating consumption of 320 million yuan. National travel plan was carried out and brought a revenue topping 11 billion yuan, up by 13.4%. Accommodation and catering retail sales grew by 25.6% and commercial housing sales grew by 83.5%. Major projects put into use, including the second phase construction of Jiaming Power Plant, the 500 KV Guishan Project of Transmitting and Converting Electricity, the first phase construction of Northern Waste Treatment Base, the reinforcement project of Dawei section of Zhongshan-Shunde Highway, the renovation of Xihe water-gate, the Bonded Logistics Center, the Municipal Innovation Center of Home Appliances, the extension of Memorial Middle School, the relocation of No.1 Junior High School, the phase III project of Vocational & Technical College, the phase I project of Huangpu campus of the Technical Normal College, the renovation of Taian Market, and the project of low-rent housing. Other projects are stepping up their efforts of construction, like New Qijiang Road, Huangpu-Sanjiao Joint Project of Heat and power Generation, phase II project of Zhongshan Technical Secondary School and Southern Waste Treatment Base,.

Constantly improving capacity of independent innovation. We based the sharpening of competitive edge on innovation. We actively promoted 10 innovation projects of science and technology. Newly-founded provincial-level hi-tech enterprises reached 63 and engineering centers and technical centers above provincial-level reached 16. We won 11 provincial technical advancement awards and became one of the first batch of pilot cities to combine technology with finance. Great breakthroughs were made in wind power, semiconductor lighting and electric vehicle engine. Hi-tech products contributed a 30.5 percent of the industrial output value. Intellectual property rights, technical standards and famous brand-driven strategies produced significant results and amount of innovation patents increased by 108.2%. Various bases were settled in Zhongshan, including The National Torch Plan Electrical Appliances Base, the Provincial Hi-tech Lighting Source Application Base, Guangdong Healthcare Information Service Center, the Provincial Supervision and Inspection Station of Mahogany Furniture and Office Furniture. Five zhongshan brands were added to Chinese Famous Brands and 49 won the title of Provincial-level Famous Brands. Cooperation between manufacturing, research & development constantly deepened, 2 provincial leagues of manufacturing research and development were founded and 9 demonstrative bases were built. More than 230 experts from provincial enterprises were deployed to post in Zhongshan.

Balancing development between urban and rural areas. Efforts were intensified to strengthen all aspects of social development with a focus on balancing urban and rural development. Per capita disposable income for urban residents reached 23.088 thousand yuan, rising by 7.1%. Annual per-capita net income for farmers was 12.288 thousand yuan, 11% up. The city’s fiscal transfer payment was 120 million yuan, accomplishing the first degree of financial management of Nanlang, Henglan, Sanjiao and Huangpu. The total output value and state & local tax revenue of the four towns increased respectively by 43.2% and 49.2%. In 87% of the villages, the reform of unified accounting was completed and annual collective net income exceeded 1 billion yuan in 35 under-developed villages.

Moderately accelerating scale-operation of rural lands. About 467 thousand mu lands were subject to land transfer. Cemented-bottom rural roads reached 200 km. Development of large- scale farm lands exceeded 12 thousand mu and 8000 mu farm lands were built to modernized standards. Modern agricultural parks ranged 40 thousand mu. We built 63 living complexes for rural residents and provided 310 million yuan of subsidies for public transport to realize “stop available at every town, and pavilion available at every village”, a development winning the Model Habitat Environment Award. Great progress was made in ecological construction and we successfully passed the check for National Ecological City. We ranked NO.1 in the assessment of emission reduction and comprehensive remediation of Pearl River. The first phase construction of waste water treatment plants in 18 towns all passed the environmental acceptance check. We built 750 kms of pipeline network and the treatment rate of waste water reached 86%. Innocuous disposal rate of domestic garbage in the central city was 100%. We have fulfilled the task one year ahead of schedule assigned by the provincial government to prevent and reduce disaster. Mountain forest reform reached 5400 mu and forest green rate reached 25.7%.

Improving the lives of people. Efforts were made to improve the lives of people. 59% of the municipal fiscal expenditure was spent on public services. We provided 25 million yuan to promote employment and encourage entrepreneurship: 106 thousand people were newly employed, and 68 thousand people received employment training and employment rate for college graduates reached 96.9%. Registered unemployment rate in the city was 2.16%. Social insurance covered 4.75 million urban residents and basic insurance for the elderly covered 685 thousand urban and rural residents. On the basis of a full coverage of health insurance, students in high schools and secondary vocational schools were included. 879 thousand people, 97.7% of all people, were covered by basic outpatient medical insurance. 2.9 billion yuan were put into education and achieved a 95% rate of excellent elementary and middle schools, a 52.7% gross rate of higher education admission. University admission rate ranked No.1 in Guangdong Province for 4 consecutive years. The proportion of private schools increased by 61.4% and education was developed with a balance among various kinds of schools. The problem of substitute teachers was properly addressed. Public health services were increasingly bettered. The services provided by community health stations were optimized and the prevention and control of infectious diseases was strengthened. We made efforts to improve culture. We hosted the first Zhongshan Cup Overseas Chinese Literary Prize as well as the first Chinese Farmers Chorus and we accomplished the application work for National Historical Cultural City. We accelerated to construct public cultural and sports facilities and realized the goal of “library and fitness plaza available in every town, book house and fitness room in every village”. Mass sports were thriving. In the Second Sports Meeting in Guangdong Province, we ranked NO.3 in both total metals and total group points. We succeeded in holding the Sixth City Sports Meeting. We applied dynamic management responsibility system in family planning and the natural population growth rate was controlled to 4.89‰. We did research in the migrant workers system and implemented points system management for mobile personnel. We carried out “Five-Five” program to popularize knowledge of law and launched legal aid. The construction of Safe Zhongshan was stepped up and we were awarded National Excellent City of Comprehensive Management of Social Order for 4 consecutive years. Great efforts were made to prevent fire and safeguard the safety of production, food & medicine, and traffic. Accident rates and economic loss decreased by 36.9% and 28.9% respectively. 26.15 billion yuan were provided for minimum living guarantee and social assistance. 88 projects to help reconstruct quake-hit Xuankou Town, Wenchuan County were almost completed. We have achieved the goal set by the Central Committee of “fulfilling three-year tasks in two years”. We maintained the title of National Civilized City.

Intensifying public services. We considered reform as a driver to intensify the self-improvement of the government. Intensive efforts have been made to reform administrative agencies. We took the lead in setting up an administrative review board to regulate the discretion of administrative penalty. We have launched pilot work to innovate approval system. Based on law, we have cancelled or suspended some administrative charges, reducing the social burden of 125 million yuan. Incentive financial allocation was perfected and a performance-based approach was adopted to manage special financial funds. We tried to reduce administrative expenses and suspended the purchase of official cars and office equipment, thus decreasing general administrative expenses by 16%. Innovative ways to invest and raise fund were applied in municipal enterprises and recruiting & compensating policies were reformed to stimulate operation. The efforts to make government affairs more open and transparent were constantly deepened. We improved electronic monitoring system and strengthened our efforts to promote clean government and combat corruption. We made decisions scientifically, democratically and legally, dealing with one NPC motion, 105 NPC suggestions, and 217 CPPCC proposals, 100% response rate. The services provided for foreign affairs, Hong Kong and Macau affairs contributed greatly to racial harmony. Great achievements were made in the work for the female, the young, the elderly, the handicapped, the philanthropic, and etc.

Fellow deputies, in the past year, our people and enterprises joined hands to finally survive the acid test of the international financial crisis and maintain growth and promote development. Looking back on the work of the passed year, we felt profoundly that all the achievements were ascribed firstly to the driving of policies. We adopted a succession of policies to help small- mid-scale enterprises raise fund, encourage import & export, promote investment in fixed assets, provide subsidies for enterprises to attend exhibition, stimulate enterprises to list with GEM and improve employment. Secondly, the achievements were investment-driven. We actively channeled social capital and financial capital into the field of investment and guided industrial resources and technological force to restructure industries. Thirdly, the achievements were market-driven. We adhered to boost consumption and stabilize export trade by developing new markets and gave equal priority to markets at home and abroad. Fourthly, the achievements were service-driven. We adhered to optimize administrative service to help with the development of enterprises. We strengthened the monitoring and scientific regulation of economic activities. We dispatched service teams to help with the local-level economic activity, vigorously promoting enterprises to tide over the crisis and seek for development. Fifthly, the lives of the people were prioritized. We adhered to the people-oriented policy, trying hard to ensure a sufficient supply, sustain a stable price, and quicken the pace to equalize the basic public services in urban and rural areas.

Fellow deputies, the achievements, won in a hard way in the past year, result from the correct leadership of the provincial committee, the provincial government and the municipal committee, from the collaborated hard work of people, as well as from the support and supervision of NPC and CPPCC deputies. I, on behalf of the Municipal People’s government, pay high tribute to our workers, peasants, intellectuals, cadres, Zhongshan-stationed members of the PLA, the armed police and the public security police and people from all walks of life, and express heart-felt thanks to Hong Kong and Tai Wan compatriots, oversea Chinese and foreigners involved in the construction of Zhongshan.

In spite of all the achievements, we are sober enough to realize the problems lying with our economic and social developments, which majorly are the foundation of an economic revival is not solid, the task of industrial restructuring is pressing, private investment needs to be further promoted, foreign trade situation remains grim, development potential needs to be further tapped, environmental sacrifice and social cost for development are too high, weak links exist in the work of health, safety, and stability, and government public services need to further improved. We should adopt effective measures to address these problems.

 

Arrangements on works of 2010

2010 will be a crucial year for Zhongshan to solidify the stable and good momentum of economy, to achieve objectives of the Eleventh Five-year Plan and to comprehensively accelerate scientific development. To do this year’s work well is more significant. Judging from situations both at home and abroad, this year will tend to be good as a whole. The international economy begins to recover, and China’s economy is rising with increased positive factors for the acceleration of development. However, the impacts of international financial crisis will persist. There remain lots of variable factors in economic development, posing tests for the stability of economic growth. The influence of the changes of domestic and international situations on Zhongshan’s economic development is obvious. Yet through years of development, last year’s practice in coping with international financial crisis in particular, we have trained our team and stood our ground, accumulated experience and enhanced strength, laying a solid foundation for grasping opportunities, embracing challenges and promoting development. Under the leadership of the municipal committee, we firmly believe that together with our people, we can resolve hard-tackled problems and forge ahead in a pioneering spirit with determination and solid and practical work. The municipal government will maintain the strength of helping enterprise in development, the investment for their further development and the enhancement of sustaining power, the benefits for the masses, and the style of diligence, frugality and practicality, and will comprehensively promote the improvement of economic volume together with per capita index, development quality and people’s happiness.

The government work in 2010 includes the following requirements. Firstly, we must deeply carry out the scientific development outlook, comprehensively implement the spirit of the 17th Session of the General Assembly and the Fifth Plenary Sessions of the twelfth Municipal Committee of the Party, and vigorously enforce the Planning Outline. Highlighting the adjustment of structures, the enhancement of sustaining power, the promotion of development, and the improvement of people’s livelihood, we must adhere to the path centered on boosting connotation and transform development patterns. We must stick to developing both advanced manufacturing industry and modern service industry, and adjust the economic structure. We must keep to independent innovation and institutional innovation to boost the power of development. We must persist in the coordination of both urban and ecological civilization construction, promote social harmony, and obtain greater achievements in the construction of a new “three fitness" city.

The major objectives for 2010 economic and social development include: 10% growth of total output value, 3.9% drop of energy consumption per unit, the emissions of sulphur dioxide and chemical oxygen demand decreasing by 5.4% and 38.8% respectively, 16% rise of the entire social fixed asset investment, 14% sales growth of social consumables, a certain amount of growth in export volume, 8% increase of local budgeted revenue, 6% increase of per capita disposable income for urban residents, 8% increment of farmers’ net per capita annual income, the growth rate of General Consumer Price Index controlled below 3%, the registered urban jobless rate below 3.5% and natural population growth rate below 7%.

To realize the above objectives, we must do well in the 8 aspects as follows.

1. Broadening space for Economic Growth and Enhancing Sustainable Development

Deeply implementing the Planning Outline. Proceeding from the development in the Pearl River Delta and Zhongshan, we should strive to build Zhongshan into a traffic hub in the three economic cycles of the Pearl River Delta, a base of advanced manufacturing for coastal industries, a major base for service industry in the west bank of Pearl River Estuary, a pilot city for the national comprehensive reform for integrated development in urban and rural areas, for the national reform on innovative review and approval patterns and for the upgrading and innovation of Guangdong Province’s industrial cluster. 320 million RMB will be allocated as special funds for industrial development, thus intensifying the support for the industrial upgrading and innovation. We will enhance Zhongshan’s new advantages by strengthening the jointing of special programs. We aim to complete the tasks stipulated in the Eleventh Five-Year Plan and scientifically formulate the Twelfth Five-Year Plan.

Strengthening the stimulation of domestic demands. To maintain the appropriately rapid growth of investment, there will be 166 major projects, of which 92 are annual ones with the projected investment of 18.5 billion RMB. Funds will be directed to strengthen the investment on infrastructure, structural upgrading, technological transformation, emerging industries, low-carbon economy and safeguarding livelihood. Fixed asset investment will be encouraged, support policies for major projects in all levels fully utilized and central and provincial funds of all kinds vigorously fought for. We will probe into the methods to active the innovation mechanism of private investment, put forward policies encouraging social investment, lower the threshold of market access and support private investment to be involved in the public service. We will boost the income improving and consumption capacities of urban residents, particularly low-income groups, and create new areas of consumption growth. State polices for guiding consumption will be made full use of, and consumption confidence among residents will be boosted. Consumption on credit services, household appliance, housing, travel, culture and information will be developed. The precipitous rise of housing prices will be curbed and real estate industry kept with stabilized development. We will also perfect rural areas and facilitate their network, and develop rural consumption market.

Vigorously developing local finance. We will undertake the reform trial with the integration of urban and rural financing services, deal well with the pilot work of integrating technology and finance, and push forward the innovational reform on finance. We will consummate the financial service system, introduce and nurture various financial institutions, support financial institutions from home and abroad to set up regional headquarters and backup bases in our city. The cooperation between government, banks and enterprises will be developed, the credit guarantee system for small and medium enterprises perfected and financial products innovated. Rural credit cooperatives will be driven to transform into agricultural business banks, rural banks, small loan banks and financial guarantee enterprises developed, policy-based agricultural insurances consummated and enterprises encouraged to go public. The municipal government will also adopt measures to prevent and resolve financial risks and optimize financial ecological environment.

Accelerating the “three old” transformation. The government will scientifically utilize urban development resources, formulate the outlines of the transformation of old towns, old factories and old villages, unveil views on the enforcement of “three old” transformation, and complete the “three old” transformation of an area covering 10,000 mu within this year. Taking Shiqi District, XIaolan and Lantou as the pilot regions of the integrated urban and townish construction and the “three old” transformation, we will develop innovative industry, incubations, cultural industry, trade and logistics and manufacturing and service industry, ensuring breakthroughs within a year of “three old” transformation in the city. We will strengthen the integration and exploitation of earth resources, recycle and use idle land, complement arable land for gardens and slopes, promote land saving and intensive use. We will activate national resources, formulate the outline of our city’s national economic development and optimize the restructuring of municipal state-owned enterprises.

Enhancing the Capacity of Independent Innovation. We will consummate the technological innovation system that is market-oriented and enterprise-centered, aims to strengthen core economic strength and combines production, study and research, with a total municipal investment of 280 million in technology. We will support the construction of engineering technical center, scientific serving platform and innovative alliance of industrial clusters, highlight the construction of technological alliance of semi-conductor lighting industry and innovative center for municipal household appliance, and support domestic and overseas major university and colleges as well as scientific research institutions to serve Zhongshan’s technological innovation. Revolving around the upgrading of industrial cluster and the development of emerging industries, the government will carry out trial projects and plans of support by strong scientific and technological enterprises, and train technological enterprises. We will also deepen the brand construction, technological standards and strategies of intelligence property right, and implement the action plan for thousands of technology talents.

2. Speeding up the Upgrading of industrial Structure and Improving Economic Benefits

Vigorously developing emerging industries. We will map out strategic outline and supportive policies for the development of emerging industries, focus on the development of such new energy industries as wind energy facility, solar facility, new high-energy battery, propelling machinery of battery-driven automobiles, the development of new lighting industries like semi-conductor lighting, as well as health industries including biological medicine, pharmaceutical medicine and medical facility. The development of core equipment and key parts with independent intelligence property right will be pushed forward, high-tech industry accelerated. We will also cultivate low-carbon economy, promote energy saving and environmental protection and develop green industry, and construct resource-saving and environmentally friendly environment.

Prioritizing the Development of Modern Service Sector. We will strive to innovate the development mechanism of service sector, consummate its development catalogue, and stress the development in such fields as financial services, modern logistics, information service, technological service, business exposition, service outsourcing, cultural innovation and headquarter economy. The service industry will be supported to provide the manufacturing industry research, development, design, logistics and purchasing and selling channels, and the development of new types of operation encouraged. We will speed up the establishment of service clusters and business zones, endeavor to be approved by provincial service clusters, and support service enterprises’ shift to enlarged scale. The government will be engaged in the following major construction projects: central business district in the East District, comprehensive reform trial place of the service sector in the West District, south China’s innovative zone of household appliance service, coastal hot spring holiday resort in Nanlang and AAAAA tourism zone of the former residence of Dr. Sun Yat-sen. Tourism resources will be integrated and optimized, and the blending of tourism with culture, industry and ecological agriculture promoted. Regional cooperation in the service sector will be reinforced, high-end service institutions introduced. We will also rationalize the pricing policy of the service industry and implement the strategies of its branding and standardization, and strengthen its statistics.

Vigorously developing advanced manufacturing industry. We will adhere to the direction of becoming sophisticated and moderately heavy, and promote the upgrading of manufacturing. We will improve the infrastructure in the industrial parks, accelerate the establishment of neighboring-port equipment manufacturing base, and build 10 major industrial projects and put them into operation. Various manufacturing fields will be developed, including ship building, marine structures, heavy casting and forging, new flat displays and elevators, and efforts made to fight over a set of provincial or above major supportive advanced manufacturing projects so that they can be distributed in Zhongshan. We will promote the integration of industrialization with informatization, digitalization and intelligentization, and guide enterprises to enlarge their scale and boost benefits through technological research and development, product innovation and perfect management. Enterprises will also be encouraged to consolidate their brands, technology, market and talent competitiveness by means of merging, restructuring and coalition. Large projects from large enterprises that boast excellent sales, strong rippling effect and great contribution will be introduced and nurtured, the upgrading and innovation of industrial cluster accelerated to form enterprises worth RMB 10 billion and industrial cluster worth RMB 100 billion.

Boosting the traditional industries. Promoting traditional industries’ shift from low end to high end and from manufacturing to creating, we are determined to use market and administrative means to eliminate backward production facilities. We will strengthen the application of new high technology, sophisticated adaptive technology and modern management in research, development, design, material control, production, management and brand construction, broaden the e-commerce platform and extend the chains of clustered industries. Traditional polar industries will be improved, including fine chemical engineering, electronic information, household appliance and machinery, hardware and textiles and clothes.

Adhering to the development of modern agriculture. The government will construct an agricultural production mode that features consolidated foundation, optimized industry, improved facilities, environmental protection, benefiting people and enhanced efficiency, and will promote the specialization and scale of agricultural market. Modern agricultural parks and standardized demonstration bases will be created so that “within the two district in a region will be ten bases”, with emphasis on the establishment of southern green expo park, a modernized national agricultural park. To promote healthy culture, thousands of mu of modern fishing demonstration bases will be built. The agricultural informatization will be reinforced and specialized markets for agricultural products and processing and logistics enterprises developed. We will endeavor to create national and provincial agricultural brands and submit an application for the certifications of pollution-free agricultural products and green food. We will intensify the labeling management of agricultural products and quality security monitoring, and do well in preventing and controlling animal and plant epidemic diseases. Food production will be stabilized and food security guaranteed.

3. Actively Developing Regional Cooperation and Enhancing the Economic Openness

Speeding up regional cooperation. In order to enhance regional cooperation, we will stand from Zhujiang, Zhongshan and Jiangmen, connect Guangzhou, Foshan, Zhaoqing, Shenzhen, Dongguan and Huizhou to merge into the urban agglomeration in the Pearl River Delta, and. The government will carry out the Framwork Agreement on the Close Cooperation between Zhuhai, Zhongshan and Jiangmen, and formulate and enforce special programs. We will actively participate in the “five integrations” of infrastructure, industrial distribution, urban planning, ecological environment and public service in the region of Zhuhai, Zhongshan and Jiangmen, enabling the masses to enjoy the results brought by regional cooperation. The double transfers of industry and labor will be pushed forward in sequence, and provincial industry transferring demonstration park constructed. We will comprehensively complete the task of aiding corresponding Xuankou Town of Wenchuan County, and do well in the development of poverty relief of ”programs for households and responsibilities to the people” in 80 poor villages in Shanwei City.

Expanding the Internal and External Markets. Enterprises will be encouraged to build chain operation, sales network and circulation system, to promote Zhongshan’s products to “go north and west”, speeding up the development of domestic market. The government will hold 13 specialized expositions and do well in organizing delegation to purchase at home and abroad. Enterprises will be helped to go out for markets, and “Zhongshan Goods” export promotion platform established and overseas sales network set up. We will stabilize major export markets like Hong Kong, Europe, America and Japan, strive to explore emerging markets including ASEAN, Southern America and Middle East, and strengthen the economic cooperation with Australia, India and Africa. We will seize export orders, increase exporting goods, thus expanding areas of export growth. The import of advanced technological equipment and resource-oriented raw materials will be expanded. The policy and service systems for foreign trade will be consummated, and enterprises will be encouraged to utilize export credit insurance to remove risks in remittance collection. We will actively respond to international trade barriers and trade conflicts, and support enterprises to safeguard their rights and interests by means of international prevailing rules, and promote the steady growth of foreign trade.

Transforming foreign trade growth pattern. The government will work hard to improve the quality of export goods, brand image and value added ratio, expand the export scale and interest of mechanical and electrical goods and high-tech products. We will develop service trade and technological trade, and promote the upgrading of foreign trade structure. We will encourage processing companies that conform to policies to transform into foreign-funded enterprises or private enterprise, and develop the business of further processing for transferred goods in processing trade. We will drive the transformation from export sales into both domestic and foreign sales, extend from solely processing and manufacturing to fields like research, development, design and brand marketing, and adopt the foreign enterprise-oriented mode that accompanies domestic and foreign investments. We will fully display Zhongshan’s role as a bonded logistics center, advance the new mode of declaration at local customs and inspection and release at port customs, and optimize the environment for customs declarations.

Intensifying foreign investment attraction. Investment attraction that is society-oriented or specialty-oriented or market-oriented will be encouraged, foreign investment utilization improved. We will attract Top 500 enterprises, consortia to set up industries, regional headquarters and research institutions in Zhongshan, promote the chain of foreign investment’s extension to research, development, design, core parts production and logistics, and expand services’ efficiency to absorb foreign investment. Transnational corporations and international capitals will be directed to participate in the restructuring and renovation of private enterprises through share equity and investment attraction. Great efforts will be made to draw domestic capitals, and emphasis will be laid on importing central and provincial projects and quality private enterprise projects.

4. Comprehensively Construct Livable Zhongshan and Enhancing Urban Construction

Scientifically planning on the construction of livable urban and rural areas. We will create a livable city that boasts production development, affluent life, good ecological environment, cultural prosperity, harmonious society and high level sense of happiness.
We will adhere to the improvement of living environment, aiming to raise days that reach second-rate air quality to over 90% annually. We will optimize water resources allocation, perfect the system for water supply and safety checks, and endeavor to meet the water demand during salt tides. Clean energies that fit countries will be developed. We will continue to carry out the project of making Zhongshan green, vigorously push forward the planning and construction of “Greenway Grid“ along Zhongshan section, intensify the protection of ecological public welfare forest, and enhance urban and rural afforestation, purification and beautification.

Accelerating the construction of transportation infrastructure. The government will construct the road network of “covering Zhongshan”, and speed up the connecting of “dead end highways” with neighboring cities. The following projects will be put into operation this year” new Qijiang Road, traffic tunnel of Zhongshan Road 3, the renovation of Guhe section of Shalang in 105 State Road, Guzhen section of Shishui Route and the renovation of Kanghua Road. We will continue the construction of the second phase of Fuyuan Road, east grand bridge in east fast lane and the renovation of Fugang Road.
New projects include the second phase of Guangzhou-Zhuhai Highway’s central line, Changjiang Road, Chenggui Road, the renovation of Zhonghuan Road in South District, the starting point of the east highway, Lanheng section, Jiya water channel in Shishui Route, and the grand bridge of Xiaolan water channel. The initial work of the following projects will be advanced: Shenzhen-Zhongshan channel, Xiaolang highway, the second phase of Gushen Road, Plus 8 Route, west section of Hengsi Route, east section of Henger Route and HuangBulang Road. We will take an active part in constructing western coastal railways, the inter-city light-rail of Guangzhou, Foshan, Jiangmen and Zhuhai, the third phase of Guangzhou-Zhuhai west highway, and speed up the seamless connection between roads, railways, ports, airports and rail transit in the Pearl River Delta. We will adhere to combining the principles of “bus first” and “inner-city bus network “ ,strengthen the maintenance and management of existing roads, accelerate the construction for bus station terminals, first and last stations and bus shelters, construct a convenient and quick public transportation network and improve the contribution rate of bus rapid transit.

Perfecting urban supporting construction. To optimize Zhongshan’s carrier function, in this year the following projects will be completed: the Experimental High School, the expansion of the No.1 High School, the No.1 Secondary Vocational School, new traditional Chinese medicine hospital, GuoEnci Building in People’s Hospital, new Social welfare institutions and the second phase of central grain depot. Constructions of projects as follows will be accelerated: Huangbu port district, Huangbu, triangle combined heat and power production, 3 power transmission and distribution projects including 220V Shenglong, petrochemicals reserve district, natural gas utilization. New projects include archive information center, the second phase of No.2 People’s Hospital and the expansion of No.3 People’s Hospital. The initial work of projects like new libraries, ecological wetland park in will be pushed forward.

In-depth construction of ecological civilization. We will consolidate the fruits of constructing national ecological city, create pilot zones of national ecological construction, and increase the municipal funds on environmental protection by 28%. Work on overall control, pollution reduction will be dealt with well, and the accountability system for energy conservation and emission reduction and the "one-vote veto" system will be strictly enforced. We will put into practice architectural energy saving, water conservation, recycle use and clean production, implement the evaluating system for energy conservation and emission reduction a. We will call for energy-saving actions among the masses and promote the green consumption mode. We will strive to complete the second phase of the expansion of 8-town sewage treatment plant and to put into operation the solid waste treatment center. We will advance the construction of west groups’ integrated garbage treatment base and pipeline network of township domestic sewage treatment. The long-termed monitoring mechanism for pollution sources will be consummated, and the construction of online monitoring system of atmospheric environment, river water quality and automotive emissions.

5. Deepening Institutional Reform in Urban and Rural areas and Improving the Coordinated Development

Speeding up the construction of trial spot of the comprehensive reform in urban and rural areas. The government will formulate the strategic plans of integrated urban and rural development, consummate public facilities in urban and rural transportation, energy, information education, health, and culture; make newly-added urban maintenance fees incline toward rural infrastructure construction maintenance fees. We will advance the construction of demonstration towns for integrated urban and rural construction, accelerate the transformation of urban villages and the change of villages, and build new urban and rural communities. We will enforce policies of rural housing insurance, and coordinate the plans of building rural residential quarters. In line with the provincial unified arrangements, we will complete the work of giving more power to the strong towns, and intensify towns’ social management, public services and market supervision responsibility towards the masses. We will accelerate the urban and rural integration through urbanization, raising the urbanization rate of to 87% and improving urbanization.

Strengthening the institutional reform on urban and rural public finance. We will expand the areas of public finance services, and promote the equalization of basic public services.
61% of municipal capitals will be allocated to public services, and new capitals will be directed to social affairs, infrastructure construction and support for the development of enterprises. We will adhere to scientifically tackling tax problems according to laws and financing. To push regional coordinated development, we will implement 2-year first-rate financial management in Minzhong, Fusha, Banfu, Shenwan and Dachong, offering them policies of “first-rate finance + earmarked fund subsidy + fixed debts”. The government will deepen the performance management reform on public expenditure, consummate special fund allocation, and improve the fund distribution transparency and regularization. The trial of centralized supervision of finance calculation and official card settlement reforms will be developed, and government procurement intensified. A pilot city of provincial pricing reforms will be constructed. We will appropriately and use national public resources with payment and regularize non-tax revenue management. We will adhere to increasing income and reducing expenditure and boost public finance and expand interests.

Deepening the rural institutional reform. This year the village-level unified calculation will be basically completed, and rural collective economy development mechanism will be perfected. Management on transferring land contract and management rights will be intensified and three-level (city, town and village) service platform constructed. Rural collective economic organizations will be encouraged to transfer lands through joint stock partnership, and diverse centralize transfers will be employed to promote the operation of land in moderate scale. We will advance the separation between rural collective economy and social affairs, explore new operation methods of rural collective economy, and strictly apply the public and democratic management of rural and financial affairs. The structural reform on the property rights of collective forestry will be steadily pushed forward.

Improving rural infrastructure. 300 million yuan will be allocated to rural infrastructure construction. We will perfect the rural public transportation system and complete and build the roads with hard ground that link towns with administrative villages. We will usher in a new wave of projects for water disaster prevention and mitigation, accelerate the infrastructure construction for flood control and drainage and improve the urban and rural flood drainage standards. 260 kilometers of inland river will be thoroughly to improve the quality of water environment. The planned projects include: 200 kilometers of main agricultural roads with hard ground, 35,000 mu of farmland road network covering unavailable roads and bridges, the renovation of 78 unsafe bridges, renovate 40,000 mu of high-standard ponds and 4000 mu of intensified basic farm construction. We aim to create demonstration villages that feature relatively comfortable life and good ecological environment, and fine rural working and living environment.

6. Striving to Develop Social Affairs and Improving Urban Civilization

Prioritizing education development. 1 billion yuan will be allocated to speed up the modernization of education. We will push forward the structural adjustment of primary and middle schools, the reinvigoration of middle school action plans, school optimization project, “four fames” projects and famous schools-oriented strategy. We will promotion the regularization of pre-school education, improve the balance and quality of compulsory education, and develop high school education centered on “expanding capacity and breeding talents”. The construction of vocational education park in Wuguishan will be accelerated, and vocational education developed. Higher university and college will be supported, subjects that are suitable for Zhongshan’s development reinforced, and cooperation of industries, universities and research institutes encouraged. We will innovate education financing channels and modes of running school, strengthen quality private schools, and promote the socialization of logistics at school. The “equivalent:” salaries and treatment for teachers in middle school and primary school will be thoroughly enforced. We will adhere to the strategy of invigorating the city by talents, perfect the policy-making system for talents, and build a team full of technical and innovative talents.

Strengthening the construction of famous cultural city. We will improve our citizens’ quality, and tamp the civilization base. We will speed up the construction of national famous historic and cultural city, and do well in the work of “the enhancing year of civilization and urban construction”. We will set up a system of urban and rural public culture services, and launch serial activities of Dr. Sun Yat-sen culture, arrange the commemoration of the 100th anniversary of Xinhai Revolution, and build brands like Charity Parade and Zhongshan Chorus Festival. We will tap into towns’ featured cultures and folk art resources and strengthen the protection of historic relics. We will speed up the development of such cultural industries as games and recreation, and animation design in a bid to boost cultural connotation. We will do well in Zhongshan’s participation of 2010 Shanghai Expo.

Developing medical and health services. The government will vigorously push forward the reforms on the medicine and health system; build scientific and reasonable mechanism for the management and operation of public health institutions, and direct private capitals to set up medical institutions. We will speed up the equalization of urban and rural basic medical health service, perfect the system of rural community health service, form step by step a new outlook of communal first touch, hierarchy of medical services and bi-directional referral, and realize the goal of basic community health service coverage. We will develop traditional Chinese medicine health services, comprehensively carry out the project of keeping the well-being of women and children, and intensify the prevention and control of epidemic diseases. Harmonious relationship between doctors and patients will be constructed so that people can enjoy safe, effective, convenient and cheap medical health services.

Advancing physical exercises and family planning. Taking the opportunity of the upcoming Guangzhou Asian Games, we will launch extensive mass fitness programs, and do well in preparing our athletes who will participate in the Games. We will implement the accountability system of family planning, carry out activities to ensure “no baby born in towns and counties counter to family planning policy”, and create advanced service units of national family planning. We will improve the service management mode of mobile population, comprehensively implement the credit system for mobile population, and continue to hold the election of top 100 workers. We will carry out the delivering of financial aid to entitled groups and raise double-support level.
We will complete the work on foreign affairs, affairs concerning nationals living abroad, Hong Kong and Macau affairs, Taiwan affairs, nationality, religion, national defense construction, civil air defense, meteorology, earthquake, archives and local records.

7. Adhering to Ensuring the Well-being of People and Improving Social Management

Promoting employment and entrepreneurship. The government will allocate 25 million yuan and withdraw unemployment insurance to promote employment and start-up, aiming to create a national venture-building city. New employment opportunities will be combined with new areas of economic growth, with a projected increase of 60,000 employees. We will build a base for labor migration from other provinces and cites to meet enterprises’ labor demand. We will resolve problems like zero-employment family and vulnerable groups and promote new employment modes of sister-in-law workshop, communal workshop and agricultural workshop. Skill training for rural surplus labor force will be developed, the transfer of rural labor accelerated. We will strengthen the cooperation with schools and enterprises, expand the bases for employment and internship, and promote the employment of higher school graduates and newly added labor. We will perfect the public service for employment and build human resources markets in central towns. We will implement the venture-building plan and teenage start-up project, build start-up and incubation bases, and enable start-ups to drive employment. We will develop our pilot programs for expanding the coverage of unemployment insurance, and construct a jobless security mechanism that incorporates living allowances, unemployment prevention and employment promotion.

Strengthening social security services. 335 million yuan will be allocated to social security. The government will advance the integration of urban and rural residents’ pension insurance, incorporate jobless citizens into the pension insurance systematic management, accelerate rural pension insurances’ transition to urban workers’ insurance, and gradually improve the treatment of agricultural insurance. Urban and rural medical insurance system will be improved so as to reach the full coverage of universal basic medical insurance for clinic expenditures of urban and rural residents. Comfortable housing project will be pushed forward, and occupied housing and demand for improved houses supported. We will complete the second phase of low-rent houses construction and the renovation of rural families with minimal assurance, and optimize the housing security of the combination of directly providing rent houses to qualified families and rent subsidies. 31 million yuan will be used in subsistence allowances and social relief, innovating operating modes of charity supermarkets and gradually improving the insurance for the vulnerable group. Tremendous efforts will be made to develop social services and complete the work related with elderly people, women, children and disabled persons.

Building harmonious and safe Zhongshan. We will perfect social management and strengthen the management in major fields, such as social organizations and network fictitious society. We will expand the coverage of the center of grassroots comprehensive treatment, petition letter and stability maintenance, and establish a mechanism adapting to the society for coordinating interests, complaining and safeguarding interests and rights, thus forming a situation of “wide ombudsman, multipartite mediation”. We will adopt the wage protection system and crack down on payment in arrears and levanting in order to construct harmonious relationship. We will conduct the comprehensive treatment for the appearance of our city, accelerate the renovation of faulty roads, make good use of various parking resources, punish illegal operation, traffic violation and illegal house transferring, and improve urban management. We will work hard in the law awareness campaign activities and legal aid, and strictly crack down on criminal acts. To curb the occurrence of serious accidents, security work, such as safe production, fire fighting and transport and food and medicine, will be strengthened. The prevention and handling mechanism for social security, public security, epidemic diseases and natural disaster will be intensified.

8. Strengthening Governmental Performance and Improving Administrative Service

Earnestly executing governmental functions. We will strengthen the government’s public service management, further the functions of departments and their correlations, properly partition decision-making limits of authority, strictly standardize the decision-making process, and consummate administrative accountability system. We will carry out reforms on the classification of public institutions, and standardize government institutions’ personnel management. We will fully exert the influence of social organizations, such as chamber of commerce and industry association. We will explore the diversified supplying modes of basic public services and guide social organizations and individuals to participate in public services. We will intensify risk management, emergency management mechanism in all departments of all levels, and improve cadres’ capacity to respond to and handle emergencies.??

Deepening the reform of administrative examination and approval system. We will improve the public service mode of the government, and advance the construction of pilot programs for innovating approval procedures. We will establish the management system of items and catalogue subject to administrative examination and approval, innovate “window” service management directly facing people, and construct a tangible service system that assists “online examination and approval“. We will display the impacts of governmental portal site and administrative service hotline, and optimize the interactive platform of the government and the public. The openness of political affairs to the public will be improved, and we will establish the consultative mechanism of government decision-making that encourages public participation and underlines expert appraisal.

We will adhere to abiding by disciplines, strictly enforce regulations pertaining to performing official duties honestly, perfect administrative supervision and stationing, combat bribery, intensify economic accountability auditing, and strengthen administrative supervision and accountability. We will establish styles centered on study, research, service and implementation, train a team of civil servants to be pragmatic, clean and efficient, and become a satisfying government.
