The first part: review of the work in 2004

Under the leadership of Guangdong Provincial Committee of the CPC, Guangdong Provincial Government and Zhongshan Municipal Committee of the CPC, our city in 2004 has been steadfastly taking Deng Xiaoping Theory and the important thought of Three Represents as their guide, implementing the strategy of coordinating social and economic development in a all-round way, maintaining rapid and sound development of economy, progress of all social undertakings and improvement of people’s life. The total value of our gross products reached 61.01 billion Yuan, an increase of 18.7%; the budget revenue reached 3.45 billion Yuan, an increase of 19.9%; social investment in fixed assets reached 19.13 billion Yuan, an increase of 11.2%, total retail sales of consumer goods reached 17.88 billion Yuan, an increase of 16.4%; Balance of Deposits at the end of year reached 95.97 billion Yuan, an increase of 13.5% over the last year.

The industrial strength was increased and the quality of economy was upgraded. Zhongshan stuck to the strategy of strengthening Zhongshan by industry and achieved the further improvement of the support system of industrial development, increasing the stamina of development, realizing gross industrial products of 200.44 billion Yuan, an increase of 27.8%. The land of 12,000 mus unused was cashed in and checked up and the industrial gardens were more intensive and standardized. The step of economic restructuring was accelerated: the gross high-tech products took a proportion of 22.3% of the whole gross products; the five scale pillar industries took a proportion of 56.4% of the total value of gross industrial products; the gross equipment-manufacturing products reached 40.41 billion Yuan, the state-leveled specialized industrial bases were increased to 18; national famous-brand products, famous brands and inspection-free products were increased by 2, 2 and 6 respectively; provincial famous brands and products were totaled to 47. Zhongshan made effective progress in renovating our national industries by new technologies, in total 5.29 billion Yuan was invested in 232 projects of enterprise technological renovation. The tertiary industry, especially the modern circulating industry developed soundly and a large number of circulating industries got stronger through construction of the logistic market based on the regional economy. More efforts were made to develop the tourist industry, improving the “six elements” and the total income of the tourist industry reached 5.72 billion Yuan, an increase of 16.4%. The real estate industry, the financial and bond market and the insurance developed soundly and the medium-service industry was standardized. The commodity circulation and social consumption were active and the total index of residential consumption prices was 103.1%.

Development of agriculture and rural economy were accelerated and income of farmers was steadily increased. The gross agricultural products reached 4.95 billion Yuan, an increase of 5.4%; the total income of agricultural economy reached 133.67 billion Yuan, an increase of 21.9%. The agricultural structure was further readjusted and the development of high-yield, high-quality and high-efficiency farming was accelerated with 14 cock enterprises, the sale revenue of 0.98 billion Yuan. As for the recovery and development of grain production, all provincial quota of grain production were completely accomplished with 396,000 mu grain-sown areas, and 145,000 tons of gross production. Zhongshan played an active role in creating agricultural famous brands. Five products including Zhongshan Banana have pass the certificate of a-class national green food; Baishi Breeding Boar and Shiqi Nestling Pigeon won the title of national famous-brand products. Agricultural infrastructure construction was strengthened and 0.199 billion Yuan in total was invested in the Five Projects in rural areas, madding the achievement of 262.9 miles' over-4-km-wide roads, 177 agricultural bridges (culverts), rectification of 40,000 mu low-yield fish ponds, 175 kilometers' inland rive rectification, 10,000 mu's plant betterment of the fifth-term Project One Region, Three Lines, 4833 mu’s ecological forest betterment in Changjiang reservoir areas during the first term, 296 kilometers' greenbelt. Zhongshan actively intensified reforms in rural areas: 114 villages finished the reform of the stock cooperative system; the tax and fee reform was implemented, reducing farmers’ burden of 0.124 billion Yuan. The commune construction was enhanced in rural areas and village officials’ payment was standardized. As a result, the rural areas developed in stability.

Construction of infrastructure and key projects were pushed forward?The city space development had been programmed and the new round of the general plan revision had been started. Zhongshan had organized and made five specialized programs including population, water resources, environmental protection, traffic and economic clusters in the light of sustainable development. The development of core towns was accelerated and four economic clusters began to come into being. As a result, the urbanization was improved to 60.7%. The traffic infrastructure got further improvement. The second-term construction of Gumiao Road, Chengui Road and outer south and north ring roads was completely started. Zhongshan City stuck to the strategy of priority of public transportation and new progress was made in construction of public transportation. Some key projects were accomplished including integrated garbage disposal base, sewage disposal works, the second-term Zhongjia Sewage Disposal Works, the first-term Zhenjiashan Sewage Disposal Works, the municipal center for disease prevention and control, and the Second People's Hospital, etc. The transforming transmission of electricity was accomplished, 500 kilovolts in Xiangshan, 220 kilovolts in Tongyi, Qile, and Yixian and 110 kilovolts in Yongning, Wen’an and Pansha. Nanlang Power Station was put in practice and Yong’an Power Station was basically accomplished. The informationization was improved and the first-term construction of the intelligent traffic system and the online system of administrative services began to work. New progress was made in city management, including disposal of accumulated questions of land use and problem buildings. City Construction Investment co. ltd. was set up and capitals was collected in diversified channels. The environmental quality and city management of Zhongshan were improved, resulting from measures like improvement of integrated law enforcement system and the city management system.

A balanced development of domestic and export-oriented economy. Private sectors developed rapidly with the strengthened vigor, the number of private enterprises increasing by over 2200 and the number of self-employed business increasing by 9300. The gross value of private industrial enterprises reached 74.31 billion Yuan and the contribution rate of private sectors to the whole economy reach 45.5%. A breakthrough development of private enterprise listing was made and Huadi Limited-liability Company succeeded in listing. Exports maintained rapid development and the total value of exports reached 9.99 billion Yuan, an increase of 43%. The quality and level of exports were also improved. The matching facilities were enhanced in ports and new progress was made in modern management of ports and the construction of the port efficiency. Zhongshan highlight the quality of investment attraction and made practical use of investment of 0.525 billion dollars, an increase of 43%. And 355 more foreign enterprises began to invest in Zhongshan. Zhongshan had succeeded in holding a series of activities including 3•28 Economic and Trade Symposium for Investment Attraction, expo for light products, clothing festival and exhibition of electric products.

New Progress was made in reforms. Zhongshan built a general framework of public finance and intensified reforms of the state-owned property and enterprises system, setting up State-owned Assets Committee, performing the responsibility of supervision and administration. Zhongshan built an appraisal system and state-owned enterprises in the range of appraisal owned a profit growth of 28.6%. Zhongshan made enormous efforts to cash in state-owned assets and broaden channels to increase financial revenue with achievements of 3.01 billion Yuan non-tax income. Administration of financial expenditure was enhanced and performance appraisal in financial expenditure was organized. Zhongshan got further improvement in the administrative system of financial revenue in the city and towns and arranged 50 million Yuan for financial transfer payment. The first stage of official vehicle reforms in departments direct under the city government was accomplished. Zhongshan made great efforts to rectify and standardize market economic order and improved the market environment, taking food safety as a major project. Zhongshan promoted the social credit system in an all-round way and made public servant conventions, youth conventions and women conventions. Zhongshan credit website was built as expected Zhongshan deepened the personnel system reform in primary and middle schools and accomplished the rank reform of head teachers and first selection of excellent head teachers and teachers.

All-round progress was made in social undertakings. Zhongshan made enormous efforts to strengthen Zhongshan through education and another 9 towns passed the provincial examination of strong educational powers. The number reached 12 in total. The plan of developing junior middle schools was started and the quality of education was improved in an all-round way with achievements of 1023 students admitted in major universities. Further development was made in higher education. Zhongshan invested 430 million Yuan in coordination of 105 schools and the number of high-quality schools reached 160. A fund of 61 million Yuan was invested in informationizing construction of education and 114 schools can be connected with each other. Private education was developed and its number of primary and middle schools reached 45. Progress was made in technological development and technological innovation was improved in enterprises including 46 enterprises passing provincial hi-tech examinations, 3 enterprises entitled with Provincially Excellent Hi-tech Enterprises and the number of provincial hi-tech enterprises reached 104 in total with 44 national and provincial technological projects and 4 achievements awarded with provincial technological awards. Zhongshan arranged 15.61 million Yuan for three technological projects and 39.10 million Yuan for interest allowance of technological renovation. Zhongshan promote technological advance and innovation of private enterprises and 12 enterprises won the honor of Excellent Private Technological Enterprises of China. The policy of talent flow was improved with 130,000 excellent workers introduced. Further progress was made in cultural undertakings and a number of cultural facilities were constructed including culture and art center, commercial museums and libraries, etc. Construction of facilities of physical culture was enhanced and the campaign of national fitness was prosperously organized. Huoju Developing Zone won the honor of the Advance Town of Rural Fitness and the honor of the Advanced Community of City Physical Culture. Competitive sports were improved with 24 national champions and the Eighth Middle School Sports Meeting of Guangdong Province was held successfully in Zhongshan. Zhongshan enhanced construction of the public sanitary system and the ability of prevention and control of major sanitary accidents. Construction of sanitary towns and villages was promoted with 6 national sanitary towns and 13 provincial sanitary towns. New progress was made in the new rural cooperative medical system and 94.3% of the rural population participated in the system. The birthrate of permanent residents was 10.48% and 93.95% of the birth belonged to family planning. Zhongshan enhanced construction of militia reserve forces and education of national defense and new progress was made in the work on supporting the army and giving preferential treatment to the families of revolutionary soldiers and martyrs. Zhongshan strive to build a national civilized city and made enormous efforts in social safety. Zhongshan highlighted the work on people’s voices and complaints and producing safety

People’s life was improved: per capita disposal income for urban residents reached 15836 Yuan, an increase of 6.2%; the net income for rural residents reached 7245 Yuan, an increase of 11.1%. Zhongshan carried out the Plan of Aiding Families with All Members Unemployed and started the work on guarantee of a small amount of loans to promote the employment of rural work forces with achievements of 20513 surplus rural labors employed. And the urban registered unemployment rate was controlled within 2.5%. The base and treatment of social insurance was coordinated and the number participating in five major insurances reached 3.118 million in total. The imposing rate of social insurance reached 99.7% and the granting rate of social endowment insurance reached 100 percent. Zhongshan did well in preparation of rural basic endowment insurance and excellent effects were achieved in demonstrating work. A fund of supporting poor families and helping poor students with education and 7.052 million Yuan was collected. Zhongshan invested 350 million Yuan in urban-rural irrigation system for disaster prevention and reduction with 102 bridges and culverts reconstructed. The work on 45,000 square meters’ c-class house reconstruction was accomplished and communities of 38,000 square meters were built for the poor. And dangerous houses of 188 rural families were reconstructed. Zhongshan accelerated to solve housing problems with teachers, policemen and doctors. Zhongshan highlighted the work on disease prevention and control and construction of green food bases. Enormous efforts were made in water environment rectification to protect ecology. Zhongshan City Ecological Construction Program was made to enhance integrating administration of city environment. Environmental protection projects were promoted to control pollution. And our city became the inspection-free city of National Environment Protecting Modal City.

Self-construction of the government was enhanced and Administrative Permission Law was carried out. Zhongshan made enormous efforts to promote legal administration and the administrative responsibility system. Zhongshan Government reported to Zhongshan Municipal Committee of the CPC and People Congress in major events and had talks with its standing committee and leaders of Zhongshan CPPCC about agricultural products and water resources. Administrative efficiency was promoted and electronic government affairs were accelerated. Zhongshan promoted the system of examination and approval on line and related reforms with 136 items of 32 departments approved on line. Informationization of government affairs was improved and over 16,000 invents were transacted on line. Zhongshan promote the publicity and transparency of the work of the government and enhanced construction of public servants. Zhongshan promoted the work on a clean government and anti-corruption and organized campaigns of building a crew of public servants people satisfied. Zhongshan persisted in the system of official news issue and improved administrative efficiency.

New progress was made in every social field including foreign affairs, overseas Chinese affairs, Taiwan affairs, audit, statistic, aged veteran cadre, weather, construction of national defense, files, chorography, women and children, the handicapped, ethnic groups and religion, publishing and press, helping the poor, etc.

Meantime, there are some deep conflicts in social and economic development: the extensive economic growth model has not been fundamentally shifted; there are no evident industrial advantages; the economic structure needs optimizing; development between industries and between regions is not balanced; the central area of the city has not enough expansion function; public administration and services do not fit economic development; a great deal of work is needed in social stability; the social credit system needs improving. All of these problems shall be solved in our later work.

Part Two: Scheduling Work for 2005

The year 2005 is an important year to build a stable foundation of basic modernization in accelerating efficiency. Every minute shall be caught and used well with the developing eyeshot and coordinating thought in creative ways. Based on the Scientific Outlook of Development and general requirements of five aspects of coordination, Zhongshan shall build a new stage of economic and social development and build a Zhongshan suitable for both living and business. This year, the main goals of our city in social and economic development are following: GDP increases by 12%; GIP increases by 15%; the industrial added value increases by 15%; social investment in fixed assets increases by 12%; the total retail value of consumer goods increases by 12%; the total value of exports increases by 8%; per capita disposal income for urban residents increases by 8%; the net income for rural residents increases by 8%; the urban registered unemployment rate shall be controlled within 3%; the natural growth rate of population shall be controlled within 6.5%. The following work must be done well:

?. Accelerating industrial restructuring and completely improving industrial competitiveness 

The manner of economic growth shall be shifted and the economic quality shall be improved. Zhongshan shall catch the opportunity of international shift of capital and industries, the new round growth of Chinese economy and the evident trend of regional cooperation, accelerating economic restructuring, shifting the manner of economic growth and improving the quality of economic growth. In the light of the thought of high technology, heavy industries, group development and domestic-oriented economy, Zhongshan shall persist in the new way of industrial development and in the light of the new round industrial list, Zhongshan shall promote the economic growth from extensive economy to intensive economy and circular economy and go a developing way of high technology, high efficiency, low energy costs and environmental pollution and making full use of human resources.

The industrial group development shall be promoted. Zhongshan shall stably persist in the strategy of strengthening the city through industry and promote the optimization of industrial development, the role in regional cooperation and the shift from the processing base to the manufacturing service base. Zhongshan shall promote industrial rationalization and advanced and heavy development through group development and industrial optimization and improvement. Zhongshan shall accelerate the development of four large groups, 18 national industry bases and zones and the hi-tech industrial belt in the eastern coast. Zhongshan improve industrial land use and its producing and environmental efficiency. Great efforts shall be made to promote construction of industrial demonstrating zones.

Equipment manufacturing development shall be accelerated and the industry system shall be improved. Zhongshan shall actively introduce and develop capital and technology concentrated heavy industries and equipment manufacturing and improve policy measure supporting of equipment manufacturing, which shall be taken as a basic and strategic industry. Zhongshan arranges 20 million Yuan as a special fund for three technological projects and technological renovation and over a half shall be used to support equipment manufacturing, especially main parts of cars, electronic devices and communication devices, etc, in hopes of construction of a competitive industry system. Producing elements and resources shall be promoted to concentrate in advantaged industrial groups to accelerate the development of IT, healthy medicine, packing, etc. Zhongshan shall cultivate industries like new materials and new environmental protection and so on. Zhongshan give priority to the development of hi-tech industries to promote technological innovation of traditional industries and promote updating of products.

Enormous efforts shall be made to develop small and medium-sized enterprises to enhance the advantages of characteristic industrial groups. Zhongshan arrange 10 million Yuan to support development of small and medium-sized enterprises, especially private enterprises and accelerate the innovation in mechanism and technologies of enterprises. Small and medium-sized enterprises are encouraged to go a new developing way and improved in capacity of matching production for large enterprises. The industrial layout shall be optimized in accordance with group development to build a regional industrial cooperative system. Zhongshan shall accelerate the development of characteristic industrial bases and promote intensive development, group development and industrial extension in the light of industrial requirements in hopes of a shift from specialized industrial groups to the regional innovation system. Characteristic towns and specialized production bases shall develop a creative pattern and improve the developing capacity through new platform construction

Zhongshan shall implement the brand strategy and strengthen core competitiveness of enterprises. Special fund is arranged for encouragement of famous brand and commercial marks to build a number of famous brands and commercial marks and to protect these brands. Zhongshan shall guide productive elements to concentrate to brand products and advantaged enterprises. Zhongshan shall highlight the improvement of product quality and support a number of core enterprises. Zhongshan shall strengthen and develop regional brands and build a whole brand image of “Made in Zhongshan”.

Circular economy shall be developed to build an economical industrial structure. Zhongshan shall stick to the rational development thought and take energy and resource saving as important goal of industrial restructuring. More efforts shall be made to research and develop circular economy, accelerate the application of new energy-saving technologies, techniques and devices and seek a development of recycle use of renewed resources. Zhongshan shall optimize investing directions in fixed assets and investing structure in industries and make efforts to build a new economic growth system, an economical industrial structure and an energy-saving society.

?. Further improvement in the supporting and security system of agricultural and rural development and accelerating the unified urban-rural development

The foundation position of agriculture shall not be moved to enhance the developing capacity of agriculture. Zhongshan shall carry out the sprit of central document of China, implementing the guideline of giving more, asking for less and inputting vigor, enhancing industrial support to agriculture and gradually build and improve a new mechanism of industry promoting agriculture and urban areas helping rural areas. Zhongshan shall give rational coordination to financial expenditure structure and increase investment to agriculture. Efforts shall be made to promote five rural projects and basic construction of farming land so as to improve the producing and living conditions in rural areas. Zhongshan shall make further efforts to improve capacity of grain production and promote development of fishery and forestry.

Zhongshan shall deepen agricultural restructuring to improve commercialization. Zhongshan shall promote the fundamental shift of the manner of agricultural growth and cost saving and efficiency improvement and develop the inner potentials of agriculture. The strategic restructuring of agriculture shall be accelerated in the light of requirements of high quality, high efficiency, high productiveness, ecology and safety to develop characteristic agriculture, brand agriculture and green agriculture. Zhongshan shall enhance technological innovation of agriculture and promote regionalization, industrialization and scale and intensive operation. Zhongshan shall carry out the provincial and municipal policies of supporting big agricultural industries and improve the industrialization of agriculture. Farmers are encouraged to set up producing and operating organizations to improve the organization of agricultural production. Zhongshan shall improve social services for agriculture and promote the production with bases, order forms and standardization. Agricultural technology shall be spread and irrigating zones and agricultural technological demonstrating zones shall be developed. Zhongshan shall accelerate construction of the rural market system and modern circulating ways and control uprising of agricultural costs. Zhongshan shall complete the inspection network of agricultural products to improve the quality of agricultural products and guarantee food safety. The work on epidemic disease of animals and plants shall be enhanced.

Rural reforms shall be deepened. The project of consolidating rural foundation shall be promoted. Zhongshan shall enhance publicity of administrative affairs of villages and democratic administration. Zhongshan shall promote the financial publicity system in towns and villages and the work on reducing administrative costs and canceling debts. Zhongshan shall enhance administration of rural collective land and land imposing money and solve the problem with land imposing. More efforts shall be made to promote the stock cooperative system of rural collective economy. Zhongshan shall generalize and spread the experience of Xiaolan Town and Guzhen Village to encourage conditioned towns and villages to reform and build a virtuous developing mechanism. The achievements of rural reforms in taxes and fees shall be strengthened and agricultural taxes are abolished completely to ensure an income growth of farmers.

The pace of urbanization shall be accelerated. Zhongshan shall balance the development of urban and rural labor market, compulsory education and public sanitary undertakings. Zhongshan shall accelerate the shift of rural labors to the secondary and tertiary industries and arrange 8 million Yuan as a special fund for re-employment training. The registration system form shall be promoted to encourage farmers to work and settle in towns and other areas. Administration of town and rural programs shall be enhanced to guide ordered development. Zhongshan shall make enormous efforts to develop public undertakings in towns and improve the functions of towns based on industrial concentration in the light of the thought of government guidance, programs, ordered construction, market operation and industrial supports. Population shall be concentrated to towns and houses shall be concentrated to communities. Zhongshan shall accelerate construction of central towns and villages and renovation of villages in towns and guide rural residents to shift to urban residents. Great efforts shall be made to promote the program and construction of residential communities for farmers.

?. Improving the integrated functions of the city

Zhongshan actively participate in cooperation and coordination of the Pearl Triangle city groups to expand the developing space of our city. Zhongshan shall finish the general program of our city and special programs to build a city framework and optimize space layout of infrastructure construction and city functions to build a new round developing platform. Zhongshan shall integrate group resources and promote balanced development of towns and effective sharing of city infrastructure in order to accelerate development of the coastal areas in the east and group construction in the northwest. More progress in all aspects shall be made.

Major projects shall be promoted in an all-round way. Zhongshan shall properly get ahead development of infrastructure and collect money to accelerate construction of major projects concerning overall development of our city. Zhongshan shall implement the system of reserve lists for major projects and set up leading departments to coordinate debating and starting work of projects. In the aspect of transportation Zhongshan shall cooperate well in programming and construction of light rails, railways and expressways. Zhongshan shall accelerate road construction and reconstruction. The driving function and integrated service function of central areas of our city shall be enhanced. In the light of the thought of priority in public transportation Zhongshan shall construct a number of public stops and parking lots. In the aspect of energy, Zhongshan shall build and rebuild a number of power stations. In the aspect of environmental protection, Zhongshan shall accelerate construction of a number of garbage and sewage disposal works and parks. In the aspect of construction of disaster prevention and reduction, Zhongshan shall accelerate a number of major projects.

Zhongshan shall enhance strict administration of land use and improve its efficiency. Since land is non-renewable resources Zhongshan shall build a stable thought of cherishing and using well every piece of land and shift ways of land use and operation and improve the efficiency of investment and production in the light of the requirements of building the strictest land administration system. Supervision and law enforcement shall be enhanced in land resources. Zhongshan shall make more efforts to integrate and cash in unused land, enhance land reserve and protect farming land.

Public administration and services shall be improved. Zhongshan shall enhance city operation thought and promote the rolling development of city assets and try to use new ways to collect fund of city construction including, project financing, bank financing, etc. Zhongshan shall enhance basic administration and improve the operation, maintenance and administration mechanism of public facilities to develop the largest efficiency. Zhongshan shall build a construction and administration system with rational cooperation and high efficiency and improve integrated administration of our city.

?. Same emphasis on domestic-oriented and foreign-oriented economy to enhance independent growth capacity

Zhongshan shall open wider to the outside world and improve the foreign-oriented economy. Based on the trend and characteristics of international capital flow, a shift shall made from attracting investment to selecting investment; a shift shall made from introducing capital to introducing capital, human resources and technologies. Zhongshan shall be creative in ways of investment attraction and build a government-guided, socializing, specializing and market-operated investment attraction network, seeking effective way of investment attraction from abroad and promoting enterprises to attract investment. Zhongshan stress on introduction of large enterprises from Europe, the USA, Japan and the South Korea and strive to attract investment of uprising areas including raw resources, equipment industries, etc. Zhongshan shall encourage foreign investors to invest in hi-tech industries, advanced manufacturing industries, modern services, modern agriculture and environmental protection. Zhongshan shall actively introduce international enterprises, especially enterprises of World Top 500 and encourage them to build research centers, regional headquarters and advanced production base in Zhongshan. And foreign-invested enterprises are encouraged to invest more to enlarge production scale. Zhongshan shall do well in work on Investment Attraction Commercial and Trade Symposium of 2005 and organize and participate in Guangdong Trade Fair as well as other large exhibitions.

The manner of trade growth shall be shifted and diversities in market and trade shall be promoted. Zhongshan shall stick to the strategy of brand and developing trade through technology, promote structure updating of imports and exports and processing trade and enlarge exports of hi-tech products, electronic products and agricultural products. Conditioned enterprises are encouraged to go abroad and get a cooperative development. Zhongshan shall promote shift of introducing manufacturing industries to introducing manufacturing and services in foreign trade. Zhongshan shall expand the international quality standard system and build an alarming mechanism of anti-dumping and trade barriers to avoid risks.

Zhongshan shall build a sound developing environment and accelerate the development of domestic-oriented economy, attracting domestic large enterprises to invest. Zhongshan shall implement well the policies and measures of encouraging and supporting development of private enterprises and put emphasis on supporting development of a number of technological, foreign-oriented and agricultural product processing private enterprises. Private enterprises are encouraged to build and improve the modern enterprise system. More efforts shall be made to promote private enterprises to be listed on the stock market. Zhongshan shall improve the service system for private enterprises and cultivate a large number of excellent enterprisers.

Zhongshan shall participate regional cooperation and realize an extraordinary development of the tertiary industry. Zhongshan shall make good use of geological advantages and introduce senior service industries from Hong Kong and Macao, especially modern logistics, and wholesale markets in the light of the principle of sharing, co-wins and mutual supplements. Zhongshan shall integrate tourist resources and promote regional cooperation of tourism and deep development.
