Policies issued to support HK, Macao youths' employment and entrepreneurship

The Opinions on Zhongshan's Promotion of the High-quality Development of Innovation and Entrepreneurship Bases for Youth from Hong Kong and Macao were recently issued to introduce 14 measures to support young people from Hong Kong and Macao to start businesses or work in Zhongshan.


The Opinions clearly state that more supporting policies are required in innovation and entrepreneurship bases for young people from Hong Kong and Macao. Zhongshan plans to support HK and Macao youth to start businesses and work in Zhongshan by introducing subsidies and funding measures. For example, a "Greater Bay Area Youth Employment Program" will be launched to offer each participant a living allowance of 1,000 yuan per month.


Towns and sub-districts plan to provide low-cost offices for Hong Kong and Macao entrepreneurs within development bases through rent reduction or subsidies. Young people from Hong Kong and Macao who establish start-ups in the bases (with public investment) will be provided with a maximum rent subsidy of 6,000 yuan per year for up to 3 years, and a one-time entrepreneurship subsidy of 10,000 yuan. Eligible entrepreneurs can apply for a maximum loan of 5 million yuan from banks and get interest subsidies.


The Opinions also mention that it is imperative to improve the service quality of entrepreneurship bases as well as study and formulate cross-border transportation subsidy policies for Hong Kong and Macao entrepreneurs. The Opinions also require strengthened implementation of the "24 Policies for Talent" so as to offer qualified Hong Kong and Macao young people with affordable housing or rent subsidies.
