During the decade after 1986, Zhongshan Municipal People’s Government has organized to build five residential districts in urban areas with the total area of 1.078 million square meters, which dealt with the living problems for the poor owning the per-capita living space below 8 square meters.

In June 2005, Torch Hi-tech Industrial Development Zone constructed Wuqingwei New Village, the first residential garden for farmers, meeting the house-allocation-standard of 25 square meters per capita.
