Reactivation of hot spring project, opening of Wal-Mart and star-rating hotels and restaurants, ground-breaking of innovation center—all these projects are related with modern service industry, a new development orientation of Torch Zone, the sub-center of Zhongshan city.

Torch Zone plans to formulate a modern industry system in five years or so with advanced equipment manufacturing industry as the lead, consisting of a shipbuilding and marine engineering industry cluster with an annual production value of 80 billion yuan, with China Shipbuilding Industry Corporation (CSIC), Guangdong Machinery Imp. & Exp. Co., Ltd., China Railway Group Limited as the flagship, an energy-saving and new energy industry cluster with an annual production value of 20 billion yuan, with Wind-power Generation Project (phase II) of Mingyang Electric and Gas-power Generation Project of China Guodian Corporation as the driving force, and a specialized mechanical equipment industry cluster with an annual production value of 10 billion yuan with Fong’s Industries Group as the leading force. In terms of health industry, some medical apparatuses, biotech drugs, health food, and cosmetic projects will be introduced, and projects such as Changjiangyuan Tech Co. Ltd. and artificial heart will be promoted in order to build health science industry into the most promising industry cluster with an annual production value of 30 billion yuan in five years.

Zhongshan Torch High-tech Development Zone has been established for 20 years since 1990, and it will continue to build itself into the center for five service industries, namely, the modern logistics center in the west bank of Pearl River, the headquarter economy center of PRD area, the regional finance service center for innovation, the regional product inspection and certification center, and the commercial service center in eastern district of Zhongshan. The stimulating measures for industrial projects and real estate industry should be well employed, social capitals should be well revitalized, idle land should be utilized and new projects should be launched soon.

Torch Zone is now focusing on completion of round-off construction in the central area. It also encourages Guangzhou Shipyard International Co., Ltd., China Guodian Corporation, Wistron Corporation and Mingyang Electric to build their local or global headquarters in Torch Zone so as to form featured headquarter economy gradually. Small-loan companies, venture funds and credit guarantee organizations will also be supported to create a sound financial service environment.

In 2010, Torch High-tech Development Zone will strive to develop modern commercial service industry with High-tech Modern City as the focus, open Sun City Business Center, and create a high-end service base in the eastern area. In addition, the existing demonstration spots for industrial tourism will be optimized, and development of tourism in Torch Zone will be well planned and organized. The ratio of service industry in Tertiary Industry will be increased consistently so as to formulate a modern service industry system. The production value of Torch Zone in 2010 is estimated to total 23 billion yuan, up by 11.5% while the total industrial output value is expected to reach 100 billion yuan, up by 11% on a year-on-year basis.
